Description

The City of Molalla is seeking proposals from experienced Construction Managers/General Contractors (CM/GC) to construct the new Police Facility in Molalla, Oregon. The CM/GC firm that is selected will be providing services during the design and construction phases of the project. Based on findings prepared by the City that received no public comment, the Council has passed a resolution exempting the project from procurement by competitive bid, and authorizes the use of a Construction Manager General Contractor method of procurement (CM/GC). RFP packages, which include submission requirements, may be obtained by emailing the City's Owner Representative, Joshua Dodson at joshua.dodson@otak.com. The City may reject any proposal not in compliance with all applicable public procurement procedures and requirements and may reject for good cause any or all proposals upon a finding by the City that it is in the public interest to do so. All proposers must be registered with the Oregon Construction Contractors Board. Failure to register will be sufficient cause to reject a proposal as non-responsive. The City reserves the right to waive any and all informalities that are in the best interest of the City. October 7, 2022 Deadline for Questions, 2PM An approximately 20,000 sf building comprised of 15,250 sf secure police space and 4,750 sf of public space including a multi-purpose Community Room and Emergency Operations Center. The building will be designed to essential facility standards. As a nod to the historic use of the site, the Molalla Police Department is planning to repurpose the existing Molalla bowling lanes as a finish in the public space of the new building. There will be both public and secure parking included on the approximately 1.6 acre site in downtown Molalla, Oregon. The current preference is for the building to be a single-story structure, but there is a chance it will be 2 stories depending on site layout. The project will have a 5% green renewable energy requirement that will likely be met with photovoltaic panels on the roof. There is a 3% civic space requirement on site, that will likely be met with a public facing plaza. As further design information is developed, it will be released as an addendum to the RFP.
