Only questions answered by formal written Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bidders are cautioned that personal communication with WCCIDA regarding the bid prior to bid opening will result in rejection of the bid. The Contract will be awarded to the responsive and responsible bidder who offers the lowest bid price subject to the approval of the Owner. The Owner reserves the right to reject any or all bids or waive any informality in the bid. Each submitted bid is subject to the conditions provided in the Information for Bidders.
