Description

The Pierce County Planning and Public Works is soliciting statements of qualifications from consulting firms with expertise in engineering design and capable of designing a replacement and/or a rehabilitation of the Anderson Island Ferry Landing transfer span and the Steilacoom Ferry Landing transfer span. This agreement will be for approximately 12 months in duration with the option for Pierce County Planning and Public Works to extend it for additional time and budget, if necessary. Pierce County Planning and Public Works reserves the right to amend terms of this "Request for Qualifications" (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. Engineering firms will be considered for the following project. Project Description Pierce County seeks the services of a qualified engineering consultant to design a replacement and/or rehabilitation for the Anderson Island Ferry Landing and the Steilacoom Ferry Landing. This scope of work will include, but is not limited to, (1) Complete a site investigation to collect relevant data and to examine the bearings to assess their current condition while also accessing signs of structural damage due to failing bearing systems and to ascertain constructability of a proposed bearing system, (2) Complete a site investigation of the apron hinge assemblies to collect relevant data and to examine the apron pin hinges to assess their current condition while also accessing signs of structural damage of the apron and to ascertain constructability of a proposed rehabilitation or replacement of the apron pin hinges. (3).Provide recommended design alternatives based on cost estimates, geometric constraints, feasibility of construction, structural constraints, future maintenance, and project staging/construction requirements, (4) Prepare engineering plans, technical specifications, project sequencing and engineers estimates to accomplish the project objectives, (5) Complete second site visit of the three locations to validate concepts/designs, (6) Provide technical support during project bidding, and (7) May provide construction support services during construction. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: (1) Qualifications/Expertise of Firm, (2) Approach to Work, (3) Previous Experience with Pierce County Projects, (4) Capacity and Availability, (5) Completeness, accuracy, and organization of the submitted Statement of Qualifications in response to the RFQ and the presentation was presented in a clear and logical manner, and (6) References. Submittals All firms responding to this solicitation must submit their proposal via Pierce County Procure Ware All questions must be submitted within the Pierce County Procure Ware software.
