Description | Teton County is issuing this Request for Qualifications (“RFQ”) in search of teams/firms with expertise and experience in the field of Transportation Planning and Design. Teton County seeks a consultant to enter into a process of planning and preliminary design for a series of multimodal transportation projects located west of US-89, along South Park Loop Road (to the east and north) and to the southern boundary of approximately Red House Road. The resulting conceptual plans will be used to draft a project narrative to pursue a Rural Surface Transportation Grant (RSTG) in April 2024. Based on the FY 2022 schedule, the Notice of Funding Opportunity is anticipated to be released in late winter 2024, and the anticipated application deadline would be sometime in May 2024. The actual schedule may vary given the FY 2023 NOFO was not released as of June 6, 2023. Our working project title is “Modernizing Mobility for Schools, Neighborhoods, and Community” a.k.a. mmSNaC. This project requires the support of a consultant team with a wide range of engineering, environmental, technical, public engagement, and administrative services to assist Teton County, Wyoming in compiling and developing preliminary to 30% designs for multimodal transportation projects including intersection designs, complete streets, pathways, sidewalks, transit, and multimodal cross-section improvements. The plans developed through this process will allow for the development of an accurate estimate of construction costs necessary for federal funds applications, specifically the RSTG program. This project requires the support of a consultant team for a range of services in stakeholder engagement; engineering; environmental survey capacity; landscape architectural design; cost-estimation; Federal Complete Streets policy and design guidance; and local design standards. Professional services will require close coordination with all project partners, including Teton County, the Town of Jackson, Teton County School District, and the Wyoming Department of Transportation (for intersections with Hwy 89/191). Appropriate public involvement is also important. This planning process will incorporate interagency cooperation and involvement of landowners in the siting and design as appropriate. This will be a qualifications-based selection. Firms will be evaluated based on their submitted qualifications to complete the Teton County, Wyoming Northern South Park Transportation Planning and Design. Each respondent shall submit a response according to the format indicated in the section “RFQ Response Format.” Teton County encourages firms to provide written questions regarding this according to the schedule on page 8 of the RFQ document. All questions shall be submitted via the Public Purchase website.
