Description

Bad River Band of Lake Superior Tribe of Chippewa Indians is seeking proposals through solicitation for architectural and engineering services for its planned expansion to the Recovery Center house, adding two wings to the existing house. SCOPE: The selection firm will provide Bad River Recovery Center House staff with A&E services to plan and design the new expansion which will include all phases of design and engineering. This will include the following potential elements and spaces: o Adding two wings to the existing house (modular or stick built) approximately 3,000 sq ft. o Reconfirguring current bedrooms and office space in the existing house. o Total project budget: $550,000. Proposals are required to contain the following information: Firms will be evaluated on a range of criteria, including but not limited to these qualifications: o Cover letter with the name, physical and e-mail address, and phone number of the main point of contact. o Detail of the firm, including size, structure, disciplines, and experience. o Profile of the firm's approach to a project of this type and scale. o Proposed payment structure & fee schedule. o Resumes listing the qualifications and experiences of the staff who would be directly involved in this project. o Examples of similar projects completed by the firm. o Fee & hourly rates. o List of deliverables and presentation documents your firm can/will produce if engaged. o Proposed schedule and timeline information. o Licensing for the State of Wisconsin. IMPORTANT Bad River Band of Lake Superior Tribe of Chippewa Indians will evaluate submissions and make a recommendation base on the proposals received. The selected firm must attest to all Federal Procurement requirements including but not limited to the following: o Certification that they are not Debarred or restricted from doing business with the U.S. Federal Government (firms may check their status o Disclosure of Lobbying Activities o Any other form(s) as required to ensure the selected firm is allowed to conduct business using Federal funds. The Bad River Band of Lake Superior Tribe of Chippewa Indians is a federally recognized Indian Tribe organized under Section 16 of the Indian Reorganization Act of 1934, U.S.C. Section 476. This entitles the Tribe to government pricing and exempts the Tribe from state sales and use taxes and from federal excise taxes. Therefore, price quotations should not include such taxes. This Request for Proposals is open to all qualified, responsive bidders. Indian Preference will apply in the selection process in accordance with the Tribal Employment Rights Ordinance (TERO) or the Indian Preference Act of 1934 (Title 25, U.S.C., Section 47) based on funding source requirements. Questions regarding TERO, and if the TERO fee applies to the RFP, may be directed to the Bad River Band's Human Resource office at 715-682-7111. Firms or persons applying for Indian preference must provide evidence in its proposal of 51% or more Indian ownership. In addition, the firm or person must provided evidence of structure, management, and financing affecting the Indian character of the firm. Documentation of and compliance with Indian Preference must accompany the proposal.
