Wastewater Treatment Plant Aeration Expansion

Engineer's opinion of probable cost is $13,135,000. This project consists of the construction of one new three-pass aeration train with associated conveyance piping, replacement of four (4) existing blowers with five (5) new blowers, new piping between blowers and aeration tanks, new piping and diffusers in aeration trains, construction of three (3) compartment selector in each aeration train, installation of three submersible mixers in each selector, rebuild existing four (4) secondary clarifier drives, gate replacements for primary effluent channel, RAS splitter box and MLSS splitter box, demolition and replacement of four (4) influent screw pumps and various electrical and instrumentation improvements to support proposed modifications. All work to be performed at the City of Troy Wastewater Treatment Plant, 1400 Dye Mill Road, Troy, Ohio 45373 All Contractors and Subcontractors involved with the project will, to the extent practical, use Ohio products, materials, services, and labor in the implementation of this project. This procurement is subject to the EPA policy of encouraging the participation of small businesses in rural areas (SBRAs). Bidders must comply with the Federal Davis-Bacon prevailing wage rates on Public Improvements in Miami County and the City of Troy, Ohio in accordance with OEPA DEFA funding requirements. A bid guaranty as follows is required to accompany each proposal as a guarantee that if the proposal is accepted a contract will be entered into: A bid bond in the amount of 100% payable to the City of Troy, or A certified check, a cashier's check, Official Bank Check, or a letter of credit in the amount of 10% payable to the City of Troy, Ohio The City of Troy reserves the right to reject any or all bids, to waive any irregularities in the bids when to the advantage of the City and to select the best bid in its opinion.
