Description

Oak Creek Water and Sewer Utility (Utility) is Issuing a Request for Proposals (Rfp) From Qualified Firms and Individuals (Proposer) With Demonstrated Experience in Water Treatment Plant Design. To Be Considered, Interested Parties Must Submit Their Proposals in Accordance With the Requirements Set Forth in the Rfp. Generally, the Proposer Will Provide to the Utility Alternatives to Address the 2017 Wdnr Sanitary Survey of the Water Plant, Wdnr Identified Seven Deficiencies Related to the Chlorine Contact Tank and Clear Well. Deficiencies Are Problems in the Drinking Water System With the Potential to Cause Serious Health Risks or Represent Long-term Health Risks to Consumers. The Oak Creek Water and Sewer Utility (Utility) is issuing a Request for Proposals (RFP) from qualified firms and individuals (Proposer) with demonstrated experience in water treatment plant design. To be considered, interested parties must submit their Proposals in accordance with the requirements set forth in the RFP. Generally, the Proposer will provide to the Utility alternatives to address the 2017 WDNR Sanitary Survey of the water plant, WDNR identified seven deficiencies related to the Chlorine Contact Tank and clear well. Deficiencies are problems in the drinking water system with the potential to cause serious health risks or represent long-term health risks to consumers The Utility is seeking proposals from qualified Proposers with demonstrated experience in water treatment facilities, and proposes to engage the successful Proposer qualified to prepare an alternatives analysis to comply with all applicable federal, state, and local regulations. The Scope of Work (SOW) described in this section shall be included in the Proposers SOW. The Proposer may expand upon these tasks as needed to prepare a complete alternative analysis based on their experience. In addition, if there are tasks which the Proposer believes should be part of the SOW, these tasks shall be presented as optional tasks in their proposed SOW. The Utility expects the Proposer to identify the assumptions, work products, and Utility input for each task described in this section of the RFP. The quantity of each deliverable will be addressed during final scoping, fee, and schedule negotiation. The deficiencies to be addressed in the scope of work from the 2017 WDNR sanitary survey are summarized as follows: 1. The clear well/contact tank does not have overflows (s.NR 811.64(4) Wisconsin Administrative Code). 2. The clear well/contact tank are entirely below grade (s.NR 811.63(6) Wisconsin Administrative Code). 3. The water lines from the clear well/contact tank to the High Lift Pump Station are buried and not under a positive pressure head greater than the ground elevation (s.NR 811. 37(1) Wisconsin Administrative Code). 4. The bottom of the clear well/contact tank is below normal groundwater level (s.NR 811. 63(4) Wisconsin Administrative Code). 5. The clear well/contact tank roof does not have a membrane or meet minimum slope requirements (s.NR 811. 64(10) Wisconsin Administrative Code).
