Description | Bids will not be received after the time specified for the opening of the Bids. Bids received after the hour appointed will be deemed invalid and returned unopened to the respondent. Bids will be held in confidence and not released in any manner until after a contract is awarded or any other action is taken by the HACC Board of Commissioners. The right to reject any and all Bids or to accept the bid or any item of any bid deemed most advantageous to the Housing Authority and to award contracts accordingly is reserved to the authority of the Board of the HACC. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the HACC in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Each Bid shall also be accompanied by a certified letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the HACC in a lawful manner. The source of funding is Capital Funds; thus the selected general contractor must pay Davis Bacon Wages or Prevailing Wages whichever is more stringent while rehabilitation work is in progress. NOTE: All respondents must comply with P.L. 1975, C127 signed into law June 23, 1975 and P.L. 1977, c33 signed into law March 7, 1977 which laws are a part of the specifications in their entirety. NOTE: Respondents are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. total time period of 90 calendar days after receipt of Notice to Proceed |
