Description

SCOPE OF CONTRACT The Malheur National Forest, Emigrant Creek Ranger District, has a requirement at Allison Guard Station to decommission the existing wastewater sewer lagoon, install a new septic tank, and install a new drain field. The Contractor shall provide all equipment, supplies, superintendence, materials, and labor necessary to complete the work in accordance with the specifications and drawings. C.2 PROJECT LOCATON The Allison Guard Station is located 33 miles from Paulina Oregon or 48.5 miles from the Emigrant Creek Ranger Station office in Hines, Oregon off the NF-41 Road and Whistle Creek Road within the boundaries of the Malheur National Forest (Harney County, Oregon). The Guard Station is approximately 0.5 miles from the intersection of NF-41 and NF-4170. Driving directions: From the Emigrant Creek Ranger District Office, travel South on US20W/US395S/S Hines Blvd. toward W Byrd Ave. for 0.7 miles. Turn right onto Burns-Izee Road/Hines Logging Road for 0.3 miles. Continue on NF-47 Road for 2.3 Miles. Continue onto Burns-Izee Road/Hines Logging Road for 9.5 Miles. Turn left onto Donnelly Road for 12.3 miles. Continue onto NF-41 Road/Whistle Creek Road for 1.6 miles. Turn right into the Allison Guard Station/Whistle Creek Road for 0.5 Miles. Coordinates--4355'05.7"N 11935'33.5"W (43.918244, -119.592636) C.3 MAGNITUDE OF CONSTRUCTION PROJECT The Government estimate is between $100,000 and $250,000. C.4 APPLICABLE SPECIFICATIONS (CSI PROJECTS) The attached specifications are applicable to this contract. All specifications not included in the specification listing but referenced by listed specifications, are applicable. The specifications shown on the specification list are physically attached. C.5 MEASUREMENT AND PAYMENT See Section 011500 in the Specifications for the definition of bid items. Per FAR 52.204-7(b)(1), System for Award Management (SAM), an Offeror is required to be registered in SAM when submitting an offer, and shall continue to be registered until time of award, during performance, and through final payment for any contract resulting from this solicitation. Information on registration may be obtained All Offerors must complete the electronic version of the Representations and Certifications in the SAM system. Site visits may be arranged during normal work hours by contacting: Kyle Thomas, COR 541.620.2395 kyle.thomas@usda.gov PROSECUTION OF WORK (a) Construction activity shall be limited to the hours between 5:30 a.m. and 7:00 p.m., Monday through Friday, unless other hours are approved in writing by the CO. The Contractor shall conduct activities so that interference with the public shall be kept at a minimum. Any activities requiring closure to the public shall be scheduled with the COR at least 7 days in advance. (b) The Contractor shall use measures and precautions necessary to warn and protect the public and Government personnel during work at the project site. Such actions include, but are not limited to, furnishing and maintaining barricades and signs around the work site and roping off the area. Commencement, Prosecution, and Completion of Work (APR 1984) The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than NOVEMBER 30, 2022. The time stated for completion shall include final cleanup of the premises. Estimated Start Work Date: SEPTEMBER 1, 2022 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
