Description | VGLZ 112021 REPAIR BUILDING 140 FOR MXG: The ultimate objective is to provide a complete and usable facility to house the 127 MXG Command/ Administration and the Maintenance Operations Flight (MOF) while meeting all applicable codes and regulations including Department of Defense (DoD) Antiterrorism/ Force Protection requirements and Air Force Instruction (AFI) 32- 7065. This project will include the repair of supporting utilities, infrastructure, built in 1934 and is eligible to be on the National Register of Historical Properties. The comprehensive repair by renovation will also provide for the complete replacement of the building’s mechanical systems to include the provision of a Direct Digital Control System (DDC) that ties into the existing Selfridge Air National Guard DDC network. The incorporation of Automated Logic Corporation DDC Systems to the HVAC systems for the subject project is required for the following reasons: 1) The controllers and routers to be installed as part of the Automated Logic Control LGR capacity system are operated via WebCTRL software. WebCTRL 4.x Software is proprietary to ALC (WebCTRL is a trademark of the Automated Logic Corporation). 2) Selfridge has previously purchased WebCTRL 4.x Software licenses and employs Maintenance Mechanics trained on related operation and maintenance of this software. 3) The software has undergone technical scrutiny by the Dept. of the Air Force with the following outcomes: a) The software system is currently fully authorized to reside on the Selfridge LAN through the USAF. b) The ANG has formally approved and certified Authority to Operate (ATO) the ALC WebCTRL 4.x software. c) Similar DDC software systems are not authorized to operate on the Selfridge LAN (per the USAF NOSC), making it impossible to retrieve/control data points for the systems that utilize the DDC systems that these software systems support. d) WebCTRL 4.x software is completely expandable and certified by the U.S. Air Force Network Integration Center for use on standard desktops systems connected to the Air Force Global Information Grid. e) The US Air Force now recognizes WebCTRL as a Commercial off the Shelf (COTS) product that is not a security risk and will not cause any functionality issues on the desktop in which it's installed. It would take other software package years to be vetted and certified by the Dept. of the Air Force in such a manner. The existing ALS DDC System has a PRV of over $4M. “Bridge” service equipment is not viable due to overcomplicating access and an inability of operators to manipulate controls without multiple certifications and training. Therefore the return on investment of purchasing an entirely new DDC that can immediately be placed on the Selfridge LAN does not appear to be feasible. |
