Description

Identification, quantification and determination of the existence of lead paint on surfaces and building components within the units(s)/dwelling(s) specified in Appendix A, and all of the associated interior common areas and exterior areas. The consultant shall inspect all components and surfaces, including those that are coated with paint, varnish, shellac, stain or other coatings (e.g., wallpaper) in each room in each of the specified units, common areas and exterior areas. Representative or random testing of units is prohibited unless otherwise specified. If a floor is carpeted, the consultant must perform a dust wipe and if the walls are covered with panel, consultant shall try to obtain an XRF reading through these coverings to assess whether or not the substrate beneath is painted with lead-based paint. Combination shots are not acceptable for accessible interior painted wood components such as window components; door components; baseboards; and stairway components. Every effort needs to be made to access exterior painted wood components to determine the presence of lead by XRF. Exterior components that are deemed inaccessible such as the fascia or soffit but are “assumed” to be positive (lead containing) must be evaluated for paint condition and all results documented in the report.
