Description

The intent of this contract is to repair and upgrade structural and non-structural elements of highway bridges and other structures to the original design and/or constructed condition, or to reinforce, rehabilitate, or upgrade said structures to the design standards as provided by the Engineer. The work may be of an emergency nature; therefore, the Contractor must have available on short notice, the labour, tools, and equipment necessary to perform the work. The ability to begin work on a job site on twenty-four (24) hours' notice is a material part of this Contract. Bids shall be delivered in sealed envelopes and addressed to Melissa A. Kerensky, Purchasing Agent, County Administration Building, Purchasing 3rd Floor, 20 Grove Street, Somerville, New Jersey 08876, clearly marked on the outside with the contract name and number, bearing the name and address of the bidder on the outside. The Somerset County Purchasing Division is maintaining Social Distancing; therefore, it is encouraged to Mail in your bid responses in a timely manner via USPS, UPS, or FedEx, etc. If they must be hand-delivered, potential bidders may drop them off at the Main Entrance of the County Administration Building, 20 Grove Street, Somerville, New Jersey 08876 and a Sheriff's Officer will contact the Purchasing Division to receive the responses. We value the integrity of the procurement process, and due to the circumstances, the bid opening will be conducted via Live-Stream from the County Commissioner's Meeting Room. You can access the Live Stream from the County's homepage at the prevailing date and time stated in this Notice to Bidders. During the bid opening process, the bidders will be announced as will bid amounts. A bid review providing unit prices will not take place at the openings. Bidder shall submit with the bid a certified check, cashier's check or bid bond in the amount of ten percent (10%) of the total price bid, but not in excess of $20,000.00, payable unconditionally to Somerset County Treasurer, along with a Certificate (Consent of Surety) with Power of Attorney for full amount of bid price from a Surety Company authorized to do business in the State of New Jersey and that said Surety will furnish a Performance and Payment Bond in amounts of 100% of successful bidder's contract. All Bid Addenda will be issued on the County website and processed in accordance with N.J.S.A. 40A: 11-23(c) (2). All interested respondents should check the website from now through bid opening. It is the sole responsibility of the respondent to be knowledgeable of all addenda related to this procurement. Bidders shall comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27.
