Description

The Stanley County School District reserves the right to reject any or all proposals, waive technicalities, and make award(s) as deemed to be in the best interest of the Stanley County School District. March 20, 2023, Reviewing of proposals March 21, 2023 and March 22, 2023, Interview dates for any questions from the School Board March 23, 2023, Special Board Meeting for selection Questions regarding this RFP shall be submitted in writing or email to the following: Tate Gabriel Stanley County School District PO Box 370 Fort Pierre, SD 57532 tate.gabriel@k12.sd.us The Stanley County School District ("District") is seeking a Construction Manager at Risk ("CMAR") to provide construction services for the completion of the Multi-Purpose building. The selected CMAR will be expected to provide maximum effort to complete the project on or about the fall of 2023. Section 4 Project Overview The Stanley County School District, requests proposals for Construction Manager at Risk for the following: Completion of construction of the multi-purpose building which includes but is not limited to: Outside of building Finish styrofoam barrier on remainder of building four feet down or two feet down and two feet out for frost barrier. Concrete stoops in front of the doorways Concrete footing or two foot wall on south side of building so building doesn't get undermined. Retaining wall on the north side of building to keep dirt from sloughing off. Inside of building Finish stringing the underside of ceiling with 2x4's on two-foot centers and finish sheet rocking the ceiling. When ceiling is done it needs a coat of fire tape. Then white tin is to be installed over the sheetrock. The hallway corridor is to be used as a plumbing chase and ductwork chase that in return will be soffited in and sheet rocked then tinned. Plumbing and HVAC contractor shall rough in walls and use hallway ceiling as a chase. If need be HVAC can use west wall of the training room to run ductwork and soffit after done. Locker room will have the plumber use shower surrounds to complete the showers. CMAR will make sure walls get built for these. Locker rooms and shower rooms should be either sealed concrete or epoxy paint them. Rest of the concrete can be sealed. West wall of gym on the south end needs to have a six-foot opening to the ceiling added to it. Window of the non-opening type shall be added on the north wall of gym (2) east side of gym (1) coaches office west wall (1). These shall be a three-foot wide by two foot tall or less. Similar dimensions are acceptable. No windows shall be installed on the south wall of the building as these would be prone to breaking from the kids on the playground. After rough ins are done from respected trades then finish with sheet rocking rest of building. On the walls need to add horizontal boards every one foot up and down to prevent sheet rock damage. Also, the attic needs blow in insulation to the required R value. The walls would require bat insulation on the locker room and bathroom walls. Egress doors require appropriate panic hardware. One wall coverings and ceiling is finished have appropriate trades complete the finish. Section 5 Project Delivery System The Stanley County School District intends to enter into a contract for CMAR services with a Guaranteed Maximum Price (GMP) for the construction work required. Section 6 Project Budget The total project cost is estimated to be $350,000.00. Delivering the completed project within this budget is a high priority. It is imperative the District and the CMAR team work cooperatively and successfully to keep the final cost of the construction within this fixed budget. Section 7 Construction Manager at Risk Scope of Work The following summary is intended to provide a general understanding of the District's expectations and is not all inclusive. Preconstruction Services and Activities The Preconstruction Services of the CMAR will begin immediately with preparing a cost estimate of the development documents. The CMAR shall provide the following preconstruction services. Cost Management: Assist the District to keep project within the fixed project budget. CMAR to provide recommendations to the District regarding materials, building components, and systems and also evaluate building systems, components and materials for long term performance, life cycle cost analysis and economy. CMAR to provide cost control resources which includes reviewing and monitoring the development and preparation of documents to maintain the project cost within the project budget. CMAR to notify District of potential cost issues during the development that may have an impact on the cost of the work. Work collaboratively with the District to develop alternatives to keep the project estimates within the fixed budget. Construction Planning and Scheduling CMAR to work with the District to develop a work plan for design activities in support of the schedule and budget for the project. Evaluate all systems, components, and materials for constructability, economy, long-term performance for use intended and schedule impacts, and provide recommendations for preferred options consistent with cost and schedule goals. Identify long lead items requiring early bid packages and recommend issue dates for same to meet required completion date. Construction Phase Services and Activities Project Management Team: CMAR to provide competent, experienced staff, including an experienced construction field superintendent and project management team to coordinate the work, maintain the progress of the subcontractors, coordinate with ongoing activities and operations, and provide overall direction to the project during the construction phase. Establish on-site organization and levels of authority to coordinate and operate the overall plans of the construction team. Demonstrate high levels of effective, proactive project leadership. Work cooperatively and constructively with members of the District to foster positive relationships that support positive outcomes for the team members and the project. Implement effective cost management control and tracking procedures to provide the District with the opportunity to make such decisions as required to keep project cost within the fixed budget. CMAR to inform the District of pending cost issues within five (5) business days of identifying potential issues. Procurement CMAR to manage bidding process evaluate proposals, and interview subcontractors. For those subcontracts to be awarded on a competitive bid or best value basis, CMAR to attempt to obtain a minimum of three (3) competitive bids for each sub-trade category unless otherwise authorized by the District. If the Construction Manager desires to self-perform portions of the work, the construction manager must follow the competitive bid requirements of SDCL Chap 5-18 with respect to those portions of the work. Section 8 Submittal Requirements Submit seven (7) paper copies and an electronic PDF version of the proposal. The proposals should be in an 8 inch by 11-inch bound package. Company background and applicable experience. 2. Project approach and management capabilities. 3. Other factors deemed applicable. The Stanley County School District reserves the right to reject any or all proposals and issue subsequent Request for Proposals. Section 11 Interviews If the selection committee has any questions regarding your company, the committee may be in contact with you on the dates listed in Section 2 of this RFP. Section 12 Selection Criteria The selection committee will rely on the qualitative information contained and presented in the proposals and reference checks in making the decision to select the most qualified company to provide services for this project. Selection criteria will be based on: 1. Experience, qualifications, and availability. 2. History of working on similar projects. 3. Technical work process. 4. Proposals 5. General conditions and fees. 6. Other factors deemed applicable. Upon completion of reviews, the companies will be ranked. The Stanley County School District will start negotiations of the contract with the highest ranking company. If an agreement for services cannot be reached with the highest ranked company, the District will move to the second ranked company. The same process will be repeated with other ranked companies if no such agreement can be reached. The Stanley County School District reserves the right to not select a company as part of this process if an agreement cannot be reached with the companies. Section 13 Special Conditions Excluding proprietary information, the proposal and the professional service contract of the CMAR awarded the contract are deemed public records and shall be available to the public upon request. In addition, the District shall maintain a "Register of Proposals for a Professional Service Contract," which shall contain the names of companies who submitted a proposal and the name of the company who was awarded the contract; however, the proposals of the submitting companies not awarded the contract are nonpublic records and will remain confidential.
