Description

Client Agency Requirements ----- 1. All attendees must submit a CLEAN check form to Jen Peter (jpeter@pa.gov) NLT 2 weeks prior to the scheduled visit 2. The Pre-Bid conference will be held at the Operations office. Map of location in the Documents folder. 3. Vehicles must be locked with windows up at all times while on institutional property 4. No alcohol, knives, guns, bow and arrows are permitted to be on institutional property or personal vehicles 5. Those wishing to participate in the site walkthrough must indicate their intention prior to the scheduled date. A gate pass must be prepared. Projects located at any Centers for Medicare & Medicaid Services (CMS) Facilities listed on the Department's January 24. 2022, and March 25, 2022, Notices must continue to follow the "Interim Final Rule COVID-19 Vaccination Requirements" and deadlines. Projects at all Non-CMS Facilities are encouraged to follow COVID-19 vaccination requirements. Guidelines and site access requirements vary per site, and some agencies may have more stringent requirements which will be noted in their project's Notice to Bidders. The Department of General Services Public Works and the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO) identified this procurement as eligible for the setting of Small Diverse Business (SDB) and/or Veteran Business Enterprise (VBE) participation goals. However, BDISBO did not set SDB and/or VBE participation goals for those procurements that are less than the $400,000 threshold required to set either goal. In addition, there will be no points allocated toward SDB/SB participation for this procurement. This is a significant programmatic change from the SDB and SB Participation program contained in prior Projects issued by Public Works. Bidders now must agree to meet the SDB and VBE Participation Goals in full or demonstrate that they have made Good Faith Efforts to meet the Goals. Refer to the Instructions to Bidders section regarding Small Diverse Business and Veteran Business Enterprise Participation for further information. The Goals for each Prime Contract is as follows: SDB AND VBE GOALS .1 General Construction - ALL BASE BIDS (#1, #2 & #3) SDB = 7% VBE = 3% .4 Electrical Construction ALL BASE BIDS (#1, #2 & #3) SDB = NA VBE = NA All proposers must be registered to view/download Plans and Specifications and must have a Current, Active Vendor Number. The project includes, but is not limited to, the following for the Laundry Building at SCI Rockview: 1. Repairs and rehabilitation to the Laundry Building including, but not limited to, the following: a. The exterior concrete walls will be repaired. This includes crack repair, spall repair and, in some locations, rebuilding of concrete where there is significant deterioration. b. Subsequent to the wall repair, the entire exterior wall will be coated with a waterproofing cementitious coating. c. The low slope roof and the pitched roof over the entry will be replaced. d. All exterior wood double hung windows will be replaced. Replacement windows are commercial aluminum with tempered glass. e. The security bar grilles on the exterior windows that are cast into the concrete wall will be retained. They will be cleaned and painted with a high-performance paint. f. The skylight in the center of the building will be replaced. g. The basement windows and area ways will be removed. The wall openings will be filled with concrete. h. The area ways on the north side of the building will be retained and upgraded with a new bilco door to provide equipment access to the basement. i. All exterior doors will be replaced. j. The exterior stair at the southwest corner will be reconstructed. The concrete sidewalls will be retained, the stair treads and risers will be demolished and repoured. k. Exterior light fixtures will be replaced. l. The mechanical ventilators on the roof will be removed. The roof openings will be used for exhaust fans.
