Description | As of May 8, 2023, the project has been awarded, however, information regarding the awarded general contractor has not been confirmed at this time. Qualified, interested parties are invited to submit a bid. It is the intent of this solicitation to engage one contractor to repair the existing metal stormwater pipes by designing and installing a cure-in-place liner for pipes ranging from 24" to 60". This project is grant funded through the US Department of Housing and Urban Development and Florida Department of Economic Development (DEO) Community Development Block Grant-Disaster Recovery (CDBG-DR) Rebuild Florida Infrastructure Program The Illinois Avenue Pipe Lining Project extends from 13 th Street to the point of outfall along Lakeshore Boulevard (as depicted on Exhibit A following Section 20), a distance of approximately 5,100 linear feet. The purpose of the project is to repair the existing metal storm water pipes by designing and installing a cure-in-place liner for pipes ranging from 24" to 60". It is highly recommended that all contractors visit the project site to evaluate the existing condition within the right-of-way prior to submitting a bid for this project. This project is grant funded through the US Department of Housing and Urban Development and Florida Department of Economic Development (DEO) Community Development Block Grant-Disaster Recovery (CDBG-DR) Rebuild Florida Infrastructure Program. The successful bidder will be required to comply with all applicable requirements related thereto, including but not limited to the following: o The Housing and Community Development Act of 1974 o Section 312 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C.5155), as amended o Section 18 of the Small Business Act, as amended (14A U.S.C 647) 44 CFR 206.191 Duplication of Benefit o Duplication of Benefits Federal Register, Vol. 76, No. 221, November 16, 2011 (76 FR 71060) Public Law 113-2 o Disaster Relief Appropriations Act, 2013 (at HR 152-34) o HUD Federal Register Notice at 78 FR 14329 published March 5, 2013 o HUD Federal Register Notice at 78 FR 23578 published April 19, 2013 o HUD Federal Register Notice at 78 FR 76154 published December 16, 2013 o The applicable laws of the State of Florida o By laws and regulations promulgated by the State of Florida for the CDBG-DR program. In addition to the above, the contractor shall furnish all equipment, labor, and tools as necessary to complete the work and restore the site area, while maintaining full compliance with all applicable local, state, and federal requirements including, but not limited to, those promulgated by the City of St. Cloud, Osceola County, the Florida Department of Transportation, the Florida Department of Environmental Protection, the US Environmental Protection Agency, the South Florida Water Management District, and the Occupational Safety and Health Administration within the given timeframe.
