Description

For the Orlando CDBG 2021 Sewer Line Replacement project, to wit: Base Bid 1 1 Ls Mobilization 2 2564 Lf 8" Sdr17 Hdpe Sewer Line (Pipe Bursting) 3 7 Ea 48" Diameter Concrete Man- Hole 4 20 Ea Service Reconnections 5 1 Ls Traffic Control Alternate 1 2 312 Lf 8" Sdr17 Hdpe Sewer Line (Pipe Bursting) 3 1 Ea 48" Diameter Concrete Man- Hole 4 3 Ea Service Reconnections Small business and minority owned business sources are encouraged to bid on this project. A bid bond in the amount of 5% of the total amount bid shall be attached to all bids as a guaran- tee that the successful bidder will within ten (10) days from the date of notice of award, enter into contract and file the required bonds, and furnish a certifi- cate of Workman's Compensation and General Contractors Liability Insurance. The Town of Orlando reserves the right to reject any and all bids, waive any irregularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. The Town of Orlando reserves the right to withhold any con- tract awarded subject to the availability of funds. Non-Collusion form must be signed, notarized and returned with bid or bid will not be accepted. All bids must include assurances that the following provisions will be com- plied with: Federal Labor Standards Provisions U. S. Department of Labor 29 CFR Part 5; Section 3 of the Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 170IU which re- quires that to the greatest extent feasible opportunities for training and employ- ment be given lower income residents of the Town of Orlando and contracts for work in connection with the project be awarded to business concerns which are located or owned in substantial part by persons residing in the area of the project. Section 109 of the Housing and Community Development Act of 1974 which assures that no person shall on the grounds of race, color, national ori- gin or sex be excluded from participa- tion in, be denied the benefits of, or be subjected to discrimination; Certifica- tion of Non-segregated Facilities which assures that bidder does not maintain or provide any segregated facilities; Equal Opportunity Provision, EO 11246, as amended, which assures non discrimina- tion; Minority Business Enterprise and Women Business Enterprise Provisions which encourage minority owned busi- nesses and women owned businesses to paid on the project; assurances that surety companies executing bonds ap- pear on the Treasury Department's list and are authorized to transact business in the State of Oklahoma. Contracts for this construction will require the sub- missions of a preliminary statement of anticipated work force and subcontrac- tor needs for project construction work, as well as the submission of written goals (number of employees and dollar amount to subcontractors) for utilization of lower-income residents and small and disadvantaged businesses located within Logan County. The Town of Orlando reserves the right to reject any of all bids, waive any ir- regularities or technicalities without assigning any reason therefore, and to make the awards in the best interest of the Owner. (Bid shall be awarded to the lowest, responsive and responsible bid- der). No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. Bids are solicited and a contract award will be made pur- suant to the Public Competitive Bidding Act of 1974 as amended (Title 61, O.S. 1981, Sections 101-136 et seq.).
