Description

The project includes connectivity between Temple Street and Congress Avenue in the City of New Haven, Connecticut. The City will use the responses to this RFQ to determine a short list of Proposers who will be allowed to participate in a subsequent and future Request For Proposals (RFP) process to select a Design-Build Contractor for the project. FEDERAL AID PROJECT City Project No. TBD Project partially funded by the Federal Highway TIGER Program ROUTE 34 DOWNTOWN CROSSING PHASE 3 Solicitation No. 2020-05-1288 The goal of this phase of the project is to connect Temple Street to South Frontage Road via a bridge to be constructed over the former Route 34 highway location. The new connection will re-stitch the street grid, repairing the density needed to rebuild the neighborhood to its former urban context and create an opportunity for two new development sites within the former open cut that houses the former Route 34. Temple Street will include pedestrian connections and accommodations for bikes. The surrounding road network will be adjusted to accommodate the bridge crossing. This includes the raising of the profiles on MLK Boulevard and South Frontage Road. The major construction activities include roadway construction, traffic signalization construction, sidewalk & streetscape construction, structures construction, Temple Street Garage modifications The construction phase of this Project is being partially undertaken with Federal (FHWA) funds. The CTDOT Project Scope Code is J The City of New Haven in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d4) and the Regulations, hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, any disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and that they will not be discriminated against on the grounds of race, religion, sex, color, national origin, age or disability in consideration for an award. This Contract has been assigned a Disadvantaged Business Enterprise (DBE) goal percentage equaling 10% of the Contract values. Only DBE firms that are certified by CTDOT are eligible to perform work or provide services that will count toward the established goal. The City reserves the right to reject any and all SOQ, or to waive any technicalities or informalities in the RFQ, as it may deem in the best interests of the City. In the event that funding is not available at the time of award and/or execution of the contract the City reserves the right to cancel the RFQ. The SOQ may be held by the City for a period not to exceed sixty (60) days from the due date of the SOQ, for the purpose of reviewing the bids and investigating the qualifications of bidders prior to shortlisting for an opportunity for bid on this project.
