Description

As of February 16, 2024, per owner engineers have been selected. A firm timeline for bid/ construction has not been established. Below is the closed solicitation for engineering services: The selected firm will be expected to complete updated drainage memorandums if the studies were completed more than five years ago, prepare final construction plans, National Environmental Protection Agency (NEPA) assessment reports, associated specifications, engineering estimates, public involvement services, provide post-design assistance with the construction bid selection process and possible construction administration and inspection services. The team will also be expected to provide data collection information, topographic surveying, utility investigation for conflict identification and relocations, geotechnical testing, and preparing proper documents for Right-of-Way Acquisition and Temporary Construction Easements, if necessary. The scope of work will include but is not limited to: signing and striping modifications, new right-of-way, temporary construction easement identifications and coordination, pavement recommendations, drainage improvement recommendations, landscaping, and irrigation systems enhancement. The City of Phoenix is seeking up to three qualified consultant teams to provide engineering services for approximately 14 local drainage mitigation projects. Services may include study, final design, environmental services, post-design services, possible construction administration and inspection services, and public involvement services. The estimated total construction cost is $10 million. This program will utilize federal funds and is subject to the requirements of Federal Regulations under the American Rescue Plan Act (ARPA) and participation in the Disadvantage Business Enterprise (DBE) Program is encouraged. Criteria used to prioritize the local drainage mitigation projects for ARPA funding include: Confirmed flooding causing property and structural damage. No or minimal land acquisition required. Projects anticipated to be less than $1.5 million in cost. Proximity to known Federal Emergency Management Agency repetitive loss. Consideration of socioeconomic indicators consistent with ARPA program goals Environmental consideration and green infrastructure opportunities The anticipated general project locations are: North Lane: 22nd Street to 24th Street 26th Street & Shea Boulevard 50th Street & Clarendon Avenue 29th Street & E Utopia Road 32nd Street & Monterosa Street 48th Place & Flower Street 23rd Avenue & Devonshire Avenue Canal North: North 7th Street & East Minnezona Avenue Indian School Road: 27th Street to 28th Street East Pinchot Avenue & North 18th Lane 18th Street & Jackson Street Madison Street: South 16th Street to South 18th Street South 33rd Avenue & West Taylor Street West Lower Buckeye Road & South 22nd Avenue The improvements shall be in compliance with the current City of Phoenix Street Planning and Design Guidelines, City of Phoenix Administrative Procedure No. 155, the American Association of State Highway and Transportation Officials, City of Phoenix Traffic Signal Standard Details, and City of Phoenix Storm Drain Manual design criteria. The City of Phoenix reserves the right to reject any or all Statements of Qualifications, to waive any informality or irregularity in any Statement of Qualifications received, and to be the sole judge of the merits of the respective Statements of Qualifications received. The method of contractor selection has not been determined at this time.
