Description | Wendell Park Concession Stand, Restroom, and Picnic Shelter RFQ (Design-Build) Proposals submitted: Five (5) copies of the full proposal and all supporting documentation (USB with electronic files) as required in the RFQ must be submitted in a sealed envelope, addressed to: Town of Wendell Att: Jeff Polaski Wendell Park Concession Stand, Restroom, and Picnic Shelter 15 East Fourth Street Wendell NC 27591 Proposals will be opened by the Town at this time. Upon receipt of proposals the Town shall have a period to evaluate proposals as noted in the schedule outline. Successful firm must be prepared to begin service on or before 8:00am on October 11, 2022. The Town of Wendell is requesting design-build services as a need exists to deliver a single structure that includes a public restroom, concession stand, and picnic shelter building as a capital improvement project in Wendell Park by April 7, 2023. Having a project that needs to be completed in a timely manner requires having design and construction services under one contract. The project entails design and construction of a new facility to house restrooms, concession stand and a picnic shelter that will meet all ADA requirements The successful firm will provide the Town with a preliminary design plan based on the Town's project criteria, followed by detailed specifications after approval of the preliminary design plan. Proposals should include community input recommendations. The criteria includes the construction of a new facility that includes a public restroom, concession stand, and picnic shelter. The facility will replace an existing building that is 588 square feet. Work may include the demolition and removal of the existing building. The restroom should include at a minimum, two stalls and 3 urinals for the men's restroom and 5 stalls for the women's restroom, but the Town is open to other recommendations from the selected firm. The concession stand will fall under the North Carolina requirements for public food service establishments, which can be found in the Rules Governing the Protection and Sanitation of Food Establishments, 15A NCAC 18A.2600 of the North Carolina Department of Health and Human Services, Division of Public Health, Environmental Health Section. The .2600 rules refer to the adoption by reference of the FDA Food Code 2017, which is a detailed manual (North Carolina Food Code Manual) that covers the rules for the plan review of new construction and operation of food establishments. A picnic shelter should be part of the facility and be able to seat 50 people. All sitework must be fully ADA compliant. Prefabricated restrooms and concession area with a built-on picnic shelter are acceptable. The selected firm shall administer both design and construction phases until project completion and Certificate of Occupancy, which should be no later than April 7, 2023.
