Description | The Bidder must upload its bid prior to the hour specified so that it is included in the project download. Late bids cannot be accepted. This is the only way to submit a bid for this project; paper bids will not be accepted. The apparent bid results for this Invitation for Bids (IFB) will be made available for viewing electronically. The work under this IFB generally consists of, but is not limited to, the elements identified in Construction Contract GC.02 that includes the construction of six new electrified tracks serving three high level boarding platforms connected to the existing railroad right of way and includes a passenger concourse as part of a new rail personnel structure to an elevation above the FEMA base flood elevation (BFE). Other related rail infrastructure work involves: two pit pedestal inspection pits in the station area: an existing bridge modification; a new, two-track railroad bridge that connects the new station to the existing commuter tracks with related track: catenary, signal and other work including a realignment of active commuter tracks and the related overhead catenary structures. All work must be in strict conformance with the drawings and technical specifications provided in the Bid Documents. All bidders must be prequalified by NJ TRANSIT prior to submitting a bid. Bidders must be prequalified for HR Heavy Construction (Operating Railroad Environment) in a classification of GC General Contractor and for an amount of work that is equal to or greater than their bid amount. NJ TRANSIT suggests a minimum rating amount of R over $25,000,000.00. Bidders who are not currently prequalified as required above or whose prequalification has expired must submit completed prequalification forms to Samantha Chavanga by emailing schavanga@njtransit.com no later than the submittal date identified in the Special Provisions. Late prequalification request submissions will not be considered for this solicitation and will disqualify a firm from submitting a bid. Contractors must bring and wear their own safety apparatus including hard hats, reflective vests, hard toed shoes/boots and must wear a mask in order to go on the site visit. Failure to bring the required PPE and mask will result in denial of a Bidder to walk the site. Contractors are advised that a NJ TRANSIT escort is necessary while present on NJ TRANSIT property. Unauthorized/unescorted visits are strictly prohibited. Attendance at both the pre-bid conference and site visit is strongly recommended. This project is subject to the requirements of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48 et seq.). Contractors and subcontractors must also comply with the State of New Jersey Division of Revenue and Enterprise Services Business Registration Certificate requirements (N.J.S.A. 52:32-44). Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity and Affirmative Action rules and regulations. Disadvantaged Business Enterprises, in accordance with U.S. Department of Transportation (DOT) regulations, 49 C.F.R. Part 26, shall have the maximum opportunity to participate in the performance of this project. An eighteen percent (18%) DBE goal has been assigned to this project. In accordance with N.J.S.A. 27:25-11(b)(3) and N.J.A.C. 16:72-2.2, bidders are notified that a bid bond in the amount of ten percent (10%) of the bid price is required with their bids. This Section consists of furnishing all materials, products, accessories, tools, equipment, services, transportation, labor, supervision, requirements, and procedures and methods related to the Contractor's responsibilities for providing soil erosion and sediment control. Erosion protection shall consist of temporary control measures as shown on the Contract Drawings, during the life of the Contract, to control water and air pollution, using mulch, grass, or hay bale barriers, stone filter pads, silt fabric fences, floating turbidity barriers, and inlet filters. 2. The temporary pollution control or erosion protection provisions contained herein shall be coordinated with the permanent erosion control features specified elsewhere in the Contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and post construction period 3. All soil erosion and sediment control facilities shall be in place prior to any earthwork operation, demolition and/or installation of proposed structures or utilities. for land disturbing activities as described herein and as shown on the Contract Drawings. |
