Description

The Town of Cromwell (hereafter Town) on behalf of the Cromwell Middle School Building Committee (hereafter CMSBC) is seeking to contract with a qualified construction management firm (hereafter CM) to provide At Risk Construction Management services in close connection with the project architect (hereafter A/E Firm) and project manager (hereafter PM) for school building projects for a new, grades 6 - 8 middle school and Board of Education Central Office. The project architect is PerkinsEastman and the Project Manager is Arcadis US, Inc. For State of Connecticut grant application purposes, the project consists of two separate applications; the Middle School New School Project and the Board of Education Central Office (included in the new construction). The Town passed a referendum in June, 2022, authorizing a not to exceed sum of $58,600,000 (inclusive of all project costs) for the combined projects. The selected CM will work with the CMSBC, the A/E Firm, the PM, the Cromwell Board of Education Administration, and the Town in the development of the projects. The selected CM will be responsible for full cooperation and coordination with the A/E Firm and the PM throughout the design, bidding, and construction phases of the projects. The CM will coordinate with the A/E Firm and PM for the timely completion of, and all submissions to, the State of CT Office of School Construction and Grants and Review (hereafter OSCGR) to meet their plan review, project cost documentation and change order requirements. The existing Cromwell Middle School and Board of Education Central Office will remain occupied throughout the new construction projects. The current Cromwell Middle School building is approximately 84,055 square feet. Enrollment projections support a maximum total school building of 83,256 square feet. The middle school project consists of new school construction inclusive of a two-story academic area. The existing facility of approximately 87,555 square feet (including the Board of Education Central Office) is to be demolished after occupancy of the new school and Central Office. The Board of Education Central Office is approximately 3,500 square feet and is currently housed in the existing Middle School and will be included in the new Middle School but will be administrated by a separate State School Construction Grant. The proposed new Board of Education Central Office is to be approximately 5,590 square feet. The selected CM firm shall provide payment and performance bonds from the surety in the amount of 100% of the GMP.
