Emergency Dispatch Integrated NG911 Voice and CAD Integration Recording System

The Owensboro/Daviess County Consolidated Dispatch Center (Agency) is seeking proposals from qualified vendors for the purchase and turnkey implementation of hardware, software, and maintenance services for an integrated Voice and Data Recorder system at the 9-1-1 Dispatch Center. The Agency is looking for the complete replacement/forklift upgrade of the existing logging recorder systems with a single Commercial Off-the-Shelf (COTS) Logging Recording System (LRS) that is on premise server based and captures and archives telephone audio and data, radio communications audio and data, and quality assurance. The platform must provide a full 360 degree view of all communication. The system must be capable of capturing all communication mediums including, but not limited to, the following: Voice, VoIP, RoIP, NG911 content, 9-1-1 ANI/ALI Spill, CAD Call for Service information, Text to 911 Chat, and RapidSOS GIS mapping information. It must be compatible with P25 Phase 1 and 2 trunking systems (the system currently in place with the City and Sheriff) and able to record trunked talk-group audio, P25 dispatch console audio, E - 911 and administrative telephone lines VOIP, administrative telephone lines analog and conventional analog radio channel audio. The system should accommodate future computer screen captures and NG911 Technology through current functionality or guaranteed timely upgrades within the current system (not through multiple platforms/systems). It also must allow for Quality Assessment, Reporting and Auditing of all communication.
