The solicitation will be issued electronically on the SAM website at https://sam.gov. Please Note: Paper copies of the solicitation will not be made available. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. You are also required to have a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Estimated on/about September 14th, 2022. This is currently an unfunded requirement with a high expectation that funds will be available. When and if funds become available a contract will be awarded at that time. The NAICS Code for this requirement is 2379900 with a size standard of $39.5 million. Title of Project: Relocate Callville Bay Water Intake Barge, LAKE 254108/262731 Description: Project Conditions: The project is located at Lake Mead National Recreation Area, NV. The construction magnitude is $1,000,000 and $5,000,000, is a design-build project, and involves both on land and in-water work. The water work also includes underwater work. The remote project site is located 30-miles from nearest commercial center with suppliers and lodging facilities. This project is a design-build project where the successful offeror will provide the design and construction for the relocation of the water intake barge at Callville Bay to a new location in a deeper part of the cove as described in the scope of the project. The Park will remain open during construction, thus contract activities and logistics must be structured and scheduled to minimize visitor impact. The project site is located in areas with natural and/or cultural resources requiring protective measures to ensure the surrounding area remains undisturbed. The anticipated period of performance is 110 calendar days and includes any potential weather shutdown periods. There are no seasonal/other shutdowns mandated through the construction season, which is year-round. Project Scope: This project will design and build the move of the Callville Bay water intake barge location towards the mouth of the Water Barge Cove, where the lake bottom elevation is a maximum of 980 feet, allowing for a minimum of 20-feet below the relocated existing barge at the design low lake water level. This new location allows for continued pumping operations of potable water to the Callville Bay community as the lake level continues to decline. As the new location will result in increased length of electrical conductors, as well as new pumps, the existing generator and NV Energy transformer will need to be replaced. The new transformer and generator shall be designed and sized only for the electrical loads included in the scope of this RFP. In addition, the existing barge relocation will require new electrical wiring from the transformer to the barge as well as the necessary water hose extension, additional warning buoys, pipe and cable floats and anchors, new barge anchors and chains, and telemetry repeaters as necessary. Type of Procurement: It is anticipated that a negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal, using a two phased process to. The government will consider an offerors qualification in step one, and technical capability in comparison to its price in step two.Estimated Price Range: Between $1,000,000 and $5,000,000. Estimated Period of Performance: 110 calendar days. Proposal receipt date is not known at this time. The actual date will be established in the solicitation documents. A pre-proposal meeting/site visit may be posted and date/location will be noted in the solicitation. Small businesses may submit an offer which, if submitted in a timely manner, will be considered. It is the policy of the government to provide maximum practicable opportunities in its acquisitions to small business, veteran-owned small business, small disadvantaged business, and women-owned small business concerns.
