Description | The Work will consist of saw cutting the edge of the road and removal of asphalt and existing driveways, widening the asphalt road, constructing new curb and gutter, sidewalks, driveways, speed table and an underground storm sewer system. Ninety (90) calendar days will be allowed for the completion of the Project. All Bids must be on blank forms provided in the Specifications and submitted in its entirety. A Bid Bond executed and signed by a surety company duly authorized and qualified to make bonds in the State of Alabama or a cashier's check drawn on an Alabama bank, payable to City of Daphne, Alabama, for an amount of five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000), shall be filed with the Bid. The response must be sealed and labeled on the outside of envelope including the contractor's company name and address as follows: BID DOCUMENT NO: 2023-R-MAGNOLIA AVENUE SIDEWALK EXTENSION GC LICENSE # A performance bond in the form and terms approved by the City in an amount not less than the contract price will be required at the signing of the Agreement. A labor and materials bond in the form and terms approved by the City in an amount not less than the Contract Price insuring payment for all labor and materials shall also be required at the signing of the Agreement. In addition, the Contractor must furnish to the City at the time of the signing of the Agreement a certificate of insurance coverage as provided in the Contract Documents. The City reserves the right to reject any and/or all Bids and to waive informalities and to furnish any item of material or work to change the amount of the Contract Price. Liquidated damages for non-completion of the Work within the Contract Times will be assessed in accordance with the terms of the Contract. The Engineer for the Project is Lieb Engineering Company, LLC. The Issuing Office for the Bidding Documents is 1290 Main Street Suite E Daphne, AL 36526. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 a.m. - 5:00 p.m. and may obtain copies of the Bidding Documents from the Issuing Office. Contact Chris Lieb to request a set. No Specifications will be issued to potential Bidders later than twenty-four (24) hours prior to the scheduled bid opening. No questions from potential Bidders will be answered through addendum later than forty eight (48) hours prior to the scheduled bid opening. Bids are invited from all qualified respondents. The City is an Equal Opportunity Employer. All minority business enterprises (MBE) and disadvantaged business enterprises (DBE) will be taken into consideration. No Bids will be considered unless the Bidder, whether resident or non-resident of Alabama, is properly qualified to submit a Bid for this Project in accordance with all applicable laws of the State of Alabama. This shall include evidence of holding a current license from the State Licensing Board for General Contractors, as required by Chapter 8, Title 34 of the Code of Alabama (1975). In addition, non-residents of the State, if a corporation, shall show evidence of having qualified with the Secretary of State to do business in the State of Alabama. A copy of required State of Alabama license shall be included in the bid submittal and listed on the outside of the submittal envelope. In evaluating Bidders, the City will consider the qualifications of Bidders and may consider the qualifications and experience of Subcontractors, Suppliers, and other individuals or entities proposed for those portions of the Work for which the identity of Subcontractors, Suppliers, and other individuals or entities must be submitted as may be provided in the Supplementary Conditions. The City may conduct such investigations as the City deems necessary to establish the responsibility, qualifications, and financial ability of Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed for those portions of the Work in accordance with the Contract Documents. The City may disqualify Bidders that have had prior demands placed on a bid bond, payment bond, or performance bond within the last five (5) years prior to the date of this Bid submission. The City may disqualify Bidders that have prior or existing litigation arising from allegations regarding the quality of work performed on any contract within the last five (5) years prior to the date of this Bid submission. No Bid shall be withdrawn for a period of sixty (60) days subsequent to the opening of Bids without the consent of the City Council of City of Daphne, Alabama. |
