Description | This announcement constitutes a Solicitation notice in accordance with FAR Subpart 5.2. The U.S. Army Corps of Engineers, Honolulu District hereby announces its intent to issue a solicitation entitled, "FY22 Replace Fuel Piping, Underground Storage Tanks, and Vent Lines at Building 80, Schofield Barracks, Oahu, Hawaii" as described within this announcement. This project is a design-bid-build solicitation, utilizing Sealed Bidding procedures prescribed at FAR Part 14. Bidders are to provide completed and signed forms on the https://www.sam.gov website. It is the Bidders responsibility to check for any posted changes to the solicitation. The Government intends to solicit this requirement as a total small business set-aside. The North American Industry Classification Code (NAICS) for this requirement is 236220 (Commercial and Institutional Building Construction). The small business size standard for this NAICS code is $39,500,000 average annual revenue. The Government intends to award a firm fixed-price construction contract as a result of this solicitation. Project Description: This project involves the removal and replacement of the existing AAFES service station fuel system at Schofield Barracks facility SB80. The six existing underground storage tanks will be demolished and replaced with identical-size tanks in the same location. Existing dispenser issue piping will be removed and replaced with new flexible plastic dual-wall type piping. The eleven existing dispenser units at the fueling lanes will be reused and reinstalled atop new fiberglass under-dispenser containment sumps. New electrical service will be provided to serve the new dispenser pumps in each tank, and new control wiring and conduit will be installed between the various new field devices, the existing dispensers and the existing / reused Veeder Root control panel in the electrical room. The estimated period of performance is 603 calendar days. Project magnitude is between $5,000,000 to $10,000,000. It is the Offeror's responsibility to check for any posted changes to the solicitation. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary.
