Housing Rehabilitation and Reconstruction Program

The City of Harlingen Community Development Department is formally accepting separate sealed bids on behalf of 2 qualified homeowners for the Housing Rehabilitation/Reconstruction Program. This program is funded by the U.S. Department of Housing and Urban Development. No bid may be changed after the bid date, although any bid may be withdrawn and resubmitted before that date. Any bids received after the bid date and time specified in the bid packet will be returned unopened The City, on behalf of the homeowners, specifically reserves the right to reject any and all bids received, to waive irregularities or informalities in any or all bids and to accept any bid which is deemed to be in the best interest of the owner and the City. All bids become the property of the homeowners and the City. All first time Bidders/Contractors must be approved prior to the award of a Bid. A Contractor Application must be completed by all Bidders and all references will be checked prior to award. Bidders must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, familial status, handicap, national origin, or any other protected class. Preference will be given to Section 3 Business Concerns Any firm/owner/officer that is debarred, suspended or otherwise excluded from or ineligible for participation in federally funded programs may not undertake any activity in party or in full under this project. In case of conflict between any of the Contract Documents, priority of interpretation shall be in the following order: Federal and State Laws, Standard Form of Agreement, Performance and Payment Bonds, Special Bonds (if any), Bid Proposal, Instructions to Bidders, Notices to Bidders, Technical Specifications, Plans, General Conditions of Agreement, and Supplemental Conditions of Agreement. Prevailing Wage Requirement: Yes It is understood and agreed that the work is to be completed within ninety (90) calendar days after the date on which the work is to commence.
