Contractor Awarded Name: GCH Construction Company Contractor Awarded Address: Windsor, CO 80550-8017 USA Base and All Options Value (Total Contract Value): $5,556,140.00 Contractor shall provide all necessary labor, materials, equipment and supervision to complete all required project work in accordance with the provided SOW, Specifications and Drawings. The project is located at the Sheridan VAMC VA Medical Center, 1898 Fort Road, Sheridan, WY 82801. Project name: Resurface Road and Parking Phase 3. This is a competitive requirement set aside 100% for a Service Disable Veteran Owned Small Business (SDVOSB). Magnitude of Construction: $5,000,000 to $10,000,000 The NAICS code for this project is 237310 with a size standard of $45M. A pre-bid site visit will be held on February 22, 2023, at 10:00 AM MT. All interested contractors shall meet at the following location: Bldg. 5 Conference room, 2nd floor, room 219. Cut off for submission of RFIs/Questions shall be by COB Thursday, February 27, 2023, at 10:00 AM MT. All RFIs/Questions must be emailed to joseph.wingfield@va.gov. Please include Solicitation number 36C25923R0039 in the subject line. All bidders must submit a bid guarantee as part of their bid package. Additionally, the Awardee must be able to obtain the necessary level of Performance and Payment Bonds. INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS I.1B COST RANGE: Between $5,000,000.00 and $10,000,000.00 I.2B GENDER: Wherever the masculine gender is used in this solicitation and contract documents, it shall be considered to include both masculine and feminine. I.3B METRIC PRODUCTS: Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerance specified using conversion tables contained in the latest revision of Federal Standard No. 376, and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerance specified in the inch-pound units, a request should be made to the Contracting Officer to determine if the product is acceptable. The Contracting Officer, in concert with the Contracting Officer's Representative (COR), will accept or reject the product. I.4B REQUESTS FOR INFORMATION: All requests for information must be submitted in writing to the Contracting Officer for action no later than the date shown in Block 10 of the Standard Form 1442, Solicitation, Offer and Award. I.5B PROPOSAL REQUIREMENTS General - Both past performance information and price proposal shall be submitted in response to this solicitation. The Sheridan VA Healthcare System has a need to repair and reconstruct all the roadways and parking lots as identified and detailed as Phase three (3) in the provided plans and specifications. Contractor shall demolish and remove existing asphalt, curb and gutter and provide a new surface for all roadways identified in Phase three. For all parking lots identified in Phase three, the contractor will remove existing asphalt, concrete wheel stops, curb and gutter and provide a new surface. Contractor shall furnish all labor and materials and perform work as required per the drawings and specifications. Operations shall include, demolition, utility demolition, utility capping, backfill and site work. This project constitutes the third phase of the road and parking improvements. The primary drawings that constitute Phase 3 are all Key Map Sheets C,D,F,H,J,L,M,N,O,R,S,T,U,V,W,X. Phases one and two will not be part of this project but Contractor shall use the full drawing set and specifications of project 666-17-104, updated red-lined data from the previous phases provided by the VA, and GPS located documents provided to the VA from the previous project to complete this final phase of the Road and Parking Lots improvement project. The GPS document provided shall be for reference only, all locates shall be field verified by the contractor at his own expense. The roadways and parking lots are all situated on the Sheridan VA Medical Center campus. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
