Description | The project generally consists of repaving approximately 2400 SY of the existing plant access road using full depth reclamation with an asphalt overlay. All work will be included under a single contract. Contract documents may be examined at the offices of the owner. If neither the owner nor the engineer will be responsible for full or partial sets of contract documents, including any addenda, obtained from other sources. Faxed bids will not be accepted. The attention of the bidders is called particularly to the requirements with respect to conditions of employment to be observed and minimum wage rates to be paid as required by the contract documents. The bidders are advised that all surety bonds required must be written by a surety company listed on the U.S. Department of the treasurys listing of approved sureties, department circular 570. Bid security must accompany each bid and shall be in the amount of 10% of the bid, but not in excess of $20,000.00, and may be given, at the option of the bidder, by certified check, cashiers check, or bid bond. The successful bidder will be required to furnish performance and payment bonds each in an amount equal to one hundred percent of the contract price. Bidders shall be prepared to provide proof of qualifications to perform the work as described in section 00103 of the instructions to bidders. Time of contract commencement and completion will be in accordance with the agreement. All bids shall remain open for sixty days after the date of the opening of bids except as provided in the instructions to bidders. The owner reserves the right to reject any or all bids, as well as the right to waive all informalities in awarding a contract deemed to be in the best interest of the owner. In accordance with the provisions of N.J.S.A. 58:11b-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor shall comply with all of the provisions of N.J.A.C. 7:22-9. The bidders are advised that they must comply with the provisions set forth in the New Jersey public law, PL 1975, chapter 127, which was enacted into law on june 23, 1975. This law relates to discrimination in connection with certain public contracts and supplements the Law against discrimination approved april 6, 1945 (PL 1945, c 169) and the state of New Jersey public disclosure law (public laws of 1977). |
