Description

New UV disinfection facility including, but not limited to, concrete channel, equipment, and canopy; new chemical storage and feed provisions to be located in the existing Headworks Building; and associated site, yard piping, electrical, mechanical, and control improvements. The extent of work on this project is the furnishing of all labor, equipment, and materials for the construction of improvements generally described as follows: New UV disinfection facility including, but not limited to, concrete channel, equipment, and canopy; new chemical storage and feed provisions to be located in the existing Headworks Building; and associated site, yard piping, electrical, mechanical, and control improvements. All work is to be done in compliance with the drawings and specifications prepared by ShiveHattery, Inc., which are now on file for public examination at Shive-Hattery' s Office 2144 56th Avenue West, Bettendorf, IA 52722 and with the City Clerk of Mount Pleasant, Iowa Each bid shall be accompanied by bid security meeting the requirements of the specifications and made payable to the Owner in an amount equal to five percent (5%) of the total amount of the bid. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. The bids received will be evaluated as provided in the Instructions to Bidders. By virtue of statutory authority, preference shall be given products and provisions grown and coal produced in the State of Iowa and to Iowa domestic labor to the extent lawfully required by Iowa Statutes. The City of Mount Pleasant reserves the right to reject any or all bids and to waive technicalities and irregularities. If the contract is awarded by the City, the proposed WWTP Improvements shall be fully completed within the Contract Time of 410 calendar days from Notice to Proceed. A Notice to Proceed shall be issued the same day as execution of the Agreement by the City of Mount Pleasant which is anticipated to be in March 2023. The CONTRACTOR shall comply with the SRF Required Front-End Specifications, Equal Employment Opportunity requirements of Executive Order 11246, Affirmative Action requirements, MBE/WBE/SBRA requirements, Federal Labor Standard Provisions (including Davis-Bacon prevailing wage rates), and "American Iron and Steel" requirements as outlined in the Contract Documents. The CONTRACTOR shall be able to demonstrate a "good faith" effort was made to utilize MBE/WBE/SBRA businesses in this project. Published by order of the City of Mount Pleasant, Iowa.
