Description | All bids must be accompanied by a certified check, cashier's check or bid bond payable to the City Treasurer of the City of New Brunswick in the amount of ten percent of the bid, not to exceed twenty thousand ($20,000.00) dollars. Bids for contracts that require a performance bond must also contain a consent of surety. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. According to 40A:11-23, the City of New Brunswick is prohibited from receiving bids on Mondays or any day directly following a State or Federal Holiday. These requirements and others are fully detailed in the bid documents. The City Council of the City of New Brunswick reserves the right to reject any and all bids or any part thereof, waive informalities therein, and to award the bid in the best interest of the City. Description This work shall consist of the removal of the existing surface of an in-place asphalt pavement to a depth of approximately two (2") inches or as necessary to produce the desired profile, cross section and grid surface or bonding surface as desired and at locations determined by the Director of Public Works in the field or as shown on the drawings and in accordance with Section 202.08 and 202.09 of the latest (1983) New Jersey Department of Transportation Standard Specification for Road and Bridge Construction. Construction The equipment used for milling shall be self-propelled, planing, grinding, or cutting machine processing sufficient power, traction and stability to maintain accurate depth of cut and slope controls of producing a finished profile within (+ or -) .01 feet of an adjacent profile cut. Machines which are equipped with heating devices to soften the pavement shall not be allowed. The speed of the machine shall be variable and adequate in order to produce a finished, textured surface. The machine shall be equipped with an integral loading and reclaiming means in order to immediately remove material being cut from the surface of the roadway so as not to present a hazard or allow the material to be re-compacted into the texture. The machine shall also be equipped with an effective means of controlling dust. The equipment productivity shall commensurate with the scope of the work. In the case of roadway profiling/texturing, it shall be capable of producing 20 square yards per minute of operation. Milling shall start at the gutter line and progress toward the center of the roadway to a distance that shall be determined in the field by the Director of Public Works. The areas around inlets, manholes, water boxes, gas valves, etc. shall be cut to the new profile of the roadway, leaving only the manhole frames projecting. No separate payment will be made for excavating around utilities. Said prices shall be included in the unit price bid under this item.
