Description | The Company(ies) shall provide on-call inspection services for Charlotte construction contracts. The City may award multiple contracts to provide on-call inspection services on contracts such as Water’s (CLTWater) FY21 Water and Sewer Repair Contract, which is a time and materials contract with Fuller & Co. Construction, LLC (Fuller). The Fuller contract began in May 2021 and is scheduled to extend until May 2025. In addition to the Fuller contract, the awarded company(ies) may provide services on additional construction contracts. The City reserves the right to request inspection services according to actual need and does not guarantee a specified amount of service volume. The expected responsibilities of the Company include, but are not limited to the following: • Represent the City of Charlotte in a courteous and professional manner at all times. • Respond immediately by notifying the contractor when alerted by CLTWater of a main or service line break. • Meet with contractor on site to evaluate break and develop a repair plan. • Inspect all material used to ensure compliance with CLTWater standards. • Monitor and inspect all construction activities. • Track the specifics of each repair including date, weather, address, material used, labor and equipment used, man hours, equipment hours, etc. • Assist the contractor in providing notification of construction and any service disruptions to the customers and to CLTWater dispatch. • Communicate with the public before, during and after construction. • Respond to all customer complaints and ensure that complaints are resolved. • Notify City staff of the status of complaints and resolution. • Alert other agencies (CDOT, NCDOT, CMS, Fire and Medic, Towns, etc.) of lane closures or traffic disruptions. • Hold and/or attend any necessary construction meetings with City staff, contractors andpublic. • Review and approve contractor's monthly pay requests. • Submit a cost spreadsheet for each work order completed, along with all associated invoices. • Provide photos of conditions before, during and after construction. • Provide job summary, inspector notes, tabulations of types of jobs completed and funds remaining in the contract. • Prepare record drawings, if applicable, from construction plans in accordance with CLTWater’s standard practice. • Conduct 1-year warranty inspections if needed and ensure that corrections are completed. Because much of the work in the repair contract is a result of damage done by third party construction, notification of a broken line generally occurs during normal business hours (8am-5pm), however, the repair may last well into the evening, so night work is expected. Weekend and off-hours work should also be expected from time to time. In addition, multiple breaks may need attention at the same time so the Company should be prepared for that. Work should be expected anywhere in the CLTWater service area. |
