Description

The San Francisco Parking Enforcement Headquarters project ('the Project') is located at 1200 15th Street between Harrison Street on the West and Treat Avenue on the East. Scott Garage, which is owned by SFMTA, borders the property on the North. The existing 29,000 square feet, two-story building is a reinforced-concrete, Art Deco style, industrial building built in 1931. The building was renovated in 1989 to house the Animal Care and Control (ACC) facility. In 1997 a portion of Treat Avenue was vacated to create a new triangular parcel - APN 3925-007 (BOS Ordinance 0335-97). The proposed project scope is to create a new headquarters for SFMTA's Parking and Traffic Enforcement Division at 1200 - 15th Street after its rehabilitation. The building will be seismically retrofitted and building systems such as Mechanical, Electrical, Plumbing and Fire Protection will be replaced to meet the current building code. In addition, a new solar photovoltaic panel system will be installed on the existing roof. The proposed interior remodel will accommodate the new change of use (animal care facility to office and parking) and retain the interior and exterior character-defining features of this existing historic resource building in conformance with the Secretary of the Interior's Standards. The ground floor will be used for lockers, roll call and training, with parking and Electrical Vehicles (EV) charging stations and the second floor will be used for offices, conference rooms, lockers, and a kitchen. The Planning Department has recently issued the CEQA Common Sense exemption. The areas outlined for renovation are within the existing building footprint, and in the associated triangular area along Treat Avenue. The sewer lines below the triangular vacated area (the old dog run area) preclude any construction that requires deep foundations above the sewer line. Although the primary structure is considered a non-essential service building, one trailer, to house Enforcement's emergency related operations, will be located adjacent to the primary structure in the triangular area. Below are main existing site characteristics of 1200 15th Street : • Trapezoidal lot totaling 15,029 square feet with access along Harrison, 15th Streets and Treat Avenue, and triangular parcel APN 3925-007. • The lot is a relatively flat site. • Two large 9’-6” x 9’-0” PUC sewer lines with 10’ required clearances on either side under Treat Avenue • The existing triangular parcel -007 (the vacated portion of Treat Avenue) totaling 4,666 square feet and is intended for surface use only. • This site shares the same lot with Scott Garage, which contains SFMTA Non-Revenue Vehicle (NRV) repair and maintenance functions and parking. However, the two buildings are considered separate facilities. Site is located adjacent to historic Mission Creek, which is channelized in 15th Street, and on parcel -007. • Given the site limitations, lot size and geometry, the total footage for the existing 2-story building, the project square footage is limited to be no more than 30,000 square feet for a 2-story building. Request for Proposals (“RFP”) inviting each pre-qualified and short-listed Construction Manager/General Contractor (“CM/GC”) to submit a competitive Proposal to provide pre-construction services and construction services for the SFMTA Parking Enforcement Headquarters (“PEHQ”) Project (the “Project”), located at 1200 15th Street, San Francisco, CA 94103. Work shall comply with all applicable building codes and regulatory agencies' standards having jurisdiction over the design, construction, and operation of the SFMTA Parking Enforcement Headquarters Project. The construction budget is estimated to be approximately $49.5 Million. The SFMTA Parking Enforcement Headquarters Project is considered a “Covered Project” under the Citywide Project Labor Agreement (“PLA”) and the City’s Prevailing Wage Ordinance (6.22 (e). The Local Business Enterprise ("LBE") Subcontracting Participation Requirement and Good Faith Outreach requirements of Chapter 14B of the San Francisco Administrative Code shall apply to this RFQ. The LBE Subcontracting Participation Requirements for this Solicitation is 11% Micro LBE, 8% Small LBE and 3% SBA LBE of the final construction contract value. Additional information regarding this requirement is specified in Section IV of this RFQ. All firms listed to meet the LBE sub-consulting requirement must be certified as LBE firms by as of the due date of this proposal, a list of which can be found electronically.
