Description | Keene Housing (KH) is planning a two-phase housing renovation project in Keene, NH. The first phase includes the construction of 30 apartments, with a construction start in 2024. The project has received Zoning Board approvals and will appear before the Planning Board in April 2023. The project is currently in the schematic design phase with design completion expected by August 2023. Phase two will include the renovations of the Roosevelt school building and an addition that will deliver an additional 30 apartments. Phase II will be a separate construction effort, expected to start construction in 2026. This project is not yet funded expecting to use CDBG funds and other federal funding sources and will be subject to federal regulations including Davis Bacon Wage Rates. The funding standards will ultimately require a fixed fee contract with a Guaranteed Maximum Price (contract document AIA A133), with savings going to the Owner. Performance and payment bonds will be required, along with Davis-Bacon wage rates and certified payroll and must follow standard federal procurement standards. The total project budget for Phase One is in the range of $11,000,000., which includes Design Fees, Legal and Permitting Fees, Carry Costs, General Conditions and Construction Management Fees. The future project contract will be assigned to a not for profit partnership to be named later.
