Bids must be submitted on bid proposal forms furnished by the office of the City Clerk, Municipal Building, 516 East Grand Avenue, Ponca City, Oklahoma. The envelope containing the vendor's bid must be sealed and contain on the face of the envelope the words "BID", the name of the bid item, and the time and date of the bid opening. Bids filed as provided herein shall be publicly opened on the above mentioned time, date, and place. All bids shall remain on file at least forty-eight (48) hours thereafter before a contract shall be made and entered into thereon. Bids received more than ninety-six (96) hours, excluding Saturdays, Sundays, and holidays, before the time set for the opening of bids, as well as bids received after the time set for opening of bids, shall not be considered and will be returned unopened. The governing body of the City of Ponca City, Oklahoma shall reserve the right to reject any and all bids if said body deems it necessary in the best interests of the citizens of Ponca City, Oklahoma.
