Description | Currently the Hursey Gate entrance is non-compliant with UFC 4-022-01, UFC 4-022-02, UFC 4- 022-03, SDDCTEA Pam 55-15, SDDCTEA Pam 55-17 and SDDCTEA Bulletin 18-02, and has several logistical and safety concerns. This project intends to establish an adequate staging area for the commercial inspection point at the Hursey Gate entrance. Commercial traffic is forced to await inspection in a traffic lane, obstructing oncoming traffic and posing a safety hazard. Once inspected, commercial traffic is often required to que up at the gate, causing delays. The radius of the exit lane is not sufficient for fifth-wheel vehicles pulling a trailer and does not meet design standards for commercial truck traffic, which results in damage to the pavement, road base, and nearby utilities. Exiting the base via the Hursey gate is often congested due to volume of vehicles exiting. Traffic often backs up over a mile from the gate during the evening rush hour. These problems will be exacerbated with the incoming F-35 personnel. Additionally, Flightline Avenue crosses into the runway clear zone and lacks both active and passive barriers. The current barriers are not the required distance from the entry control point on Flightline Avenue and should be re-positioned. Adjustments included in this project are realigning Flightline Avenue to be outside the clear zone as well as installing new passive/active barriers. This project also aims to add a new commercial vehicle inspection point, a through lane for inspected vehicles, an additional exit lane for leaving the installation, swing arm serpentines in the response zone, pedestrian improvements, lane availability indicator lights and relocating any fencing or utilities as needed. This is intended to establish an adequate staging area at Hursey Gate while mitigating current issues. Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Disciplines include, but are not limited to, fire protection engineers, architects, landscape architects, interior designers, engineering disciplines typically associated with design and construction, cost estimators, specification writers, Computer Assisted Design and Drafting (CADD) technicians, publication writers/editors, technical writers, graphic artists, Geographic Information System (GIS) analysts, planners, urban designers, economists, and financial analysts. Personnel shall be registered in the state of Alaska and command the necessary expertise and knowledge to perform the tasks identified. |
