Description

As of October 20, 2022, construction is underway and expected to be completed by the end of November, 2022. Engineer's Estimated Cost: $1,700,000 to $2,100,000 Pre-Qualification for Bidders: Not Required License Type Required: Class A, Class C-12 Project Duration: 45 Work Days Liquidated Damages: $1,000.00 Per Calendar Day Bid Bond Percentage: 10% The work includes but is not necessarily limited to the following: cold planing and/or sawcutting and excavating surface of existing asphalt concrete pavement; hauling and depositing pavement grindings and removals within the City; furnishing, spreading and compacting hot mix asphalt (HMA); preparation of subgrade for portland cement concrete (PCC), and HMA; lowering and adjusting of utility lids to grade; providing traffic control; providing storm water pollution control; replacement of traffic signal loop detectors; pavement striping and markings; clean-up and related work as required, to complete the work as specified by these Special Provisions, including plan exhibits, referenced standards and specifications, the Standard Plans (2012 edition) and Specifications For Public Works Construction ("Greenbook") 2015 edition, and the City Standard Requirements. The City anticipates awarding the contract on August 2, 2022; executing the contract between August 15 and August 26, 2022; holding the pre-construction meeting between August 29 and September 8, 2022; and issuing Notice to Proceed between September 6 and September 12, 2022. To accommodate the subsequent cape seal project the contractor shall first complete, by September 30, 2022, all 6-inch deep digouts (bid item 5) and all 3.5-inch deep digouts which do not extend for the full length of an alley block (part of bid item 4). All removals and paving work adjacent to newly constructed pcc cross gutters (which are identified in the plan exhibits for this project) performed under a different City Project numbered FY-22-S-1 shall be coordinated with the City and pcc contractor to provide at least 21 days of pcc cure time prior to beginning such removals or paving work. The City anticipates issuing Notice to Proceed to the FY-22-S-1 project contractor 5 to 6 weeks prior to the Notice to Proceed for this project, and is requiring all such cross gutters be completed during the first 5 weeks of that FY-22-S-1 pcc project, resulting in all such cross gutters being completed by the anticipated date of September 2, 2022. Contract Documents (Notice to Contractors, Special Provisions (With Plan Exhibits), Proposal (With Forms) and Sample Contract) and other related information, will be available for review after June 20, 2022 by contacting Steffen Meyer, P.E., Senior Civil Engineer; Telephone (805) 736-1261, Extension 8240; or email: s_meyer@ci.lompoc.ca.us. Special Provisions (With Plan Exhibits) will also be also available for review and download, free of charge, from the City portal. : Proposals are required for the entire work described in the Contract Documents. Proposals will not be considered unless they are made on the proposal forms furnished with Project Manual - Part B. Attention to prospective bidders is called to Section 2, "Proposal Requirements and Conditions," within Project Manual - Part A, for full direction as to bidding, etc. The City of Lompoc reserves the right to reject any or all proposals or make the award to the lowest responsible bidder. CONTRACTOR REGISTRATION: No contractor or subcontractor may be listed on a bid proposal for a public works project unless registered with the California Department of Industrial Relations (DIR), pursuant to Labor Code section 1725.5 (with limited exceptions to this requirement for bid purposes only, under Labor Code section 1771.1(a)). No contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the DIR, and the contractor and subcontractors must furnish electronic certified payroll records to the Labor Commissioner. The contractor shall post the job site notices as prescribed by the regulation, pursuant to Labor Code section 1771.4(a)(2). BONDS: Each proposal must be accompanied by cash, a certified or cashier's check, or bidder's bond of the prescribed form and made payable to the City of Lompoc for an amount equal to at least ten percent (10%) of the amount bid, such guaranty to be forfeited, should the bidder to whom the contract is awarded fail to furnish the required bonds and to enter into a contract with the City within the period of time provided by the Proposal Requirements. LICENSE REQUIREMENTS: In accordance with provisions of California Public Contract Code Section 3300, the City has determined that the Contractor shall possess a valid Class A or C-12 License at the time of award. The Contractor shall be properly licensed at the time the contract is awarded. No contract will be awarded from a Contractor who has not been licensed in accordance with the provisions of Chapter 9 of Division 3 of the Business and Professions Code. STANDARD SPECIFICATIONS: The Standard Specifications for this project are contained in the 2015 edition, including all supplementary pamphlets, of the Standard Specifications For Public Works Construction ("Greenbook"), as written and promulgated by the Joint Cooperative Committee of the Southern California Chapter of the American Public Works Association and the Southern California District of the Associated General Contractors of California. Copies of the Standard Specifications are available from the publisher, Building News, Incorporated, 10801 National Boulevard, Los Angeles, California 90064, Telephone (800) 873-6397. PREVAILING WAGE RATES: Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates in the county of Santa Barbara, in which the work is to be done have been determined by the Director of the California Department of Industrial Relations. These wages are set forth in the General Prevailing Wage Rates for this project, available at the City of Lompoc address and available from the California Department of Industrial Relations' Internet portal. Future effective general prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. The City of Lompoc hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. ENGINEER'S COST ESTIMATE: The Design Engineer has calculated an estimate of probable construction costs for this project. The City does not wish to publicize the engineer's estimate of the project cost since this information may tend to influence the number and nature of bids received. However, for bidder's convenience, the City will publicize that the engineer's estimate for the base bid falls within a range of $1,700,000 - $2,100,000. PRE-BID CONFERENCE: A pre-bid conference will not be held for this project. *The value for this project is based on a financial range.
