Description

All inquiries and questions prior to the bid opening shall be di-rected to Winchester Municipal Utilities Director of Operations, Kevin Mayhorn. Only questions answered by formal written Ad-denda will be binding. Oral and other interpretations or clarifi-cations will be without legal ef-fect. Bidders are cautioned that personal communication with members of the Winchester Municipal Utilities Commission regarding the bid prior to bid opening will result in rejection of the bid. The Contract for HVAC equip-ment maintenance will be awarded on the basis of the lowest, responsive, responsible bid subject to the approval of the Board of Commissioners of Winchester Municipal Utilities. Winchester Municipal Utilities reserves the right to reject any or all bids or waive any informal-ity in any bid.
