Description

**As of May 10, 2023, the project has not yet been awarded. The anticipated date for award is not yet determined. The project includes comprehensive improvements to the Skaneateles Wastewater Treatment Plant, including process mechanical, the installation of an ammonia removal system, and upgrades to the dechlorination chambers on site. All work will occur at the Skaneateles Wastewater Treatment Plant located in Skaneateles, NY. Bids are requested for the following: Contract No. 1 General Construction Contract No. 2 Electrical and Instrumentation Construction Questions shall be submitted in writing to Kyle King at Kyle.King@ghd.com and copied to Jason Greene at Jason.Greene@ghd.com and Natasha Duran at Natasha.Duran@ghd.com. The subject heading for all emails shall be Skaneateles WWTP Ammonia and TRC Removal Upgrades. No response may be given to questions received lessthan nine calendar days before the Bid opening date. Bidders are notified that they must comply with the Iran Divestment Act. All bids shall be accompanied by the Certificate of Compliance With Iran Divestment Act attached to the Bid Form. Bidders shall review and acknowledge all Addenda on the Bid Form. A Bid must be accompanied by Bid security made payable to Owner in an amount of 5 percent of Bidders maximum Bid price and in the form of a certified check, bank money order, or a Bid Bond (on the form included in the Bidding Documents) issued by a surety meeting the requirements of paragraph 6.01 of the General Conditions. No Bidder may withdraw its Bid within 45 days after the date of the Bid opening. The successful Bidder must furnish a 100% Performance Bond and a 100% Payment Bond with a surety company satisfactory to the Village of Skaneateles and conforming to the prerequisite requirements of Article 6 of the General Conditions. If, upon acceptance of a Bid, a Bidder fails to enter into a contract with the Village of Skaneateles, the bid security shall be forfeited to and become the property of the Village. The Bid is subject to MBE/WBE participation requirements. MBE/WBE participation requirements shall be in accordance with NYSEFC goals, which has a combined minimum of 30%. The Bid is subject to Service-Disabled Veteran-Owned Businesses (SDVOB) participation requirements. SDVOB participation requirements shall be in accordance with NYSEFC goals, which has a minimum of 6%. The Village of Skaneateles reserves the right to waive any informalities or to reject any or all Bids. Bidders are required to certify, under penalty of perjury, that Bids have been prepared without collusion with other Bidders, subcontractors, suppliers, etc. This certification is included with the Bid Form and each Bidder must sign in the space provided.
