Description

The Project consists of: Contract II- I-installation of approximately 745 LF of 8-inch cured-in-place gravity sewer line, replacement of two 14-foot deep manholes, certain rehabilitative actions on manholes, 4 point repairs, bypass pumping, asphalt pavement replacement/resurfacing, and all related items. This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. The CDBG application, including the cost estimate, is available for review by contacting Michelle Knight, C&ED Director of the Lowcountry COG, 843-473-3970. Owner reserves the right to reject any or all Bids, including without limitation, nonconforming, nonresponsive, unbalanced, or conditional Bids. Owner will reject the Bid of any Bidder that Owner finds, after reasonable inquiry and evaluation, to not be responsible. Bids will be considered valid for a period of 90 days after receipt. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training, and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. Bid security shall be furnished in accordance with the Instructions to Bidders.
