Description

The work shall be done in conformance to the City's final plans and specifications for the Project, which include four (4) major tasks: Installing a Trash Screen across the New River and building a structural concrete Diversion Structure for the New River at a point approximately 900 feet downstream from the US-Mexico International Boundary in Calexico. These tasks also entail: Construction of a temporary diversion channel and coffer dam to build the Diversion Structure and Trash Screen. Demolition work and site improvements including grading, erosion control, fencing and installation of two security gates, lighting, and construction of a new paved access road over an existing dirt road. Removal of an existing security screen that is across the New River, between 2nd Street and the International Boundary. Installing approximately 1.5 miles of a 72-inch underground fiberglass reinforced mortar pipe (FRM pipe) to convey via gravity polluted New River water from the Diversion Structure to a point just upstream of where the All-American Canal Siphon goes over the New River. This work also requires: Building an Energy Dissipater at the end of the 72-inch FRM pipe to prevent erosion of the New River channel at the outfall of the 72-inch FRM pipe. Construction of a small temporary coffer dam to build the Energy Dissipater. Construction of a Pump-back System to replace the polluted water in the river channel that flows adjacent to City neighborhoods with clean, treated wastewater from the Calexico Wastewater Treatment Plant (WWTP). The Pump-back System consists of a 5.0-million gallons per day sewage lift station and the installation of approximately 4,000 feet of a 16-inch Ductile Iron Pipe forcemain. Grading and erosion control of an area just above where the 72-inch FRM pipe outfalls into the River. The Engineers Cost Estimate puts the cost to build the Project at approximately thirty-four million, one hundred and ninety thousand, and five hundred and fifty-six dollars ($34,190,556). A summary of the bids along with a recommended bid may be presented to the City Council for its consideration of awarding the Projects construction contract at a Public Meeting, after the bids are received and evaluated, in December 2022, at 6:30 p.m. in the City Council Chambers, 608 Heber Avenue, Calexico, California. (b) No contractor or subcontractor may be awarded a contract for public work on a public works project (awarded on or after April 1, 2015) unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. (c) Please also take notice that the Contractor will be required to obtain coverage under and comply with the State Water Resources Control Board General NPDES Permit for Discharges Associated from Construction and Land Disturbance Activities. Additionally, it is expected that construction of the temporary diversion channel, coffer dams, and in the New River floodplain will require dewatering, which will generate wastewater that needs to be discharged. .No bid will be received unless it is made on the prescribed bid form furnished by the Public Works Department Manager. Each bid must be accompanied by a guaranty of cash, certified check, and cashier check or bidders' bond made payable to the City of Calexico for an amount equal to at least ten percent (10%) of the bid. Such guaranty to be forfeited should the bidder to whom the contract is awarded fails to enter the contract. All guaranties are to be returned after the contract is awarded. CITY'S RIGHT RESERVED: The City reserves the right to reject any or all bids, to waive any informality in a bid, and to make awards in the interest of the City. Construction and installation of the New River bypass encasement to transfer flow to a concrete energy dissipater, pump back system pump station, and trash screen and diversion structure. Provide, replace and construct all trenching, grading, fencing, curbs and gutters. D. Diversion Structure and Trash Rack 1. Construct new concrete channel diversion in the existing New River, including concrete diversion structure, aluminum slide gate with seismic actuator and handwheel operation, concrete push-up weir and trash rack system. 2. Construct new trash rack system, including stainless-steel bar screens, overhead trolley monorail, overhead gripper unit, and two maintenance platforms with ladders. 3. Install security fence and swing entry gate for maintenance and trash refuse access. 4. Regrade and pave site to provide access to equipment. 5. Contractor to implement means and methods to isolate and construct temporary gravity diversion and dewatering for temporary bypass, including cast-in-place trash screen and diversion structure, site civil improvements, grading, electrical improvements and mechanical improvements. 6. Relocation or removal of existing on-site items, including security gate, water sampling bridge and gaging station. 7. Construct trenching, grading and fencing. Project No. 173-111E
