Description

Amendment 1 to this RFI extends the closing date to July 7, 2023. As noted above, there are no proposals due by the closing date, rather, FRA is gathering information from parties interested in being notified when the RFP is released. You may use the interested vendor feature on this notice or e-mail the notice contact expressing your interest in recieving future RFP updates. A global neutrino physics community is developing a leading-edge, dual-site experiment for neutrino science and proton decay studies, the Deep Underground Neutrino Experiment (DUNE), hosted by Fermi National Accelerator Laboratory (Fermilab) in Batavia, IL (the Near Site). The facility required for this experiment, the Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment-US (LBNF/DUNE-US), is an internationally designed, coordinated and funded program. Once it is completed, it will comprise the world's highest-intensity neutrino beam, at Fermilab, and the infrastructure necessary to support massive, cryogenic detectors installed deep underground at the Sanford Underground Research Facility (SURF), 800 miles (1,300 km) downstream, in Lead, South Dakota (the Far Site). The LBNF/DUNE-US Project is also responsible for the facilities to house the experiment's near detectors on the Fermilab site. The LBNF/DUNE-US beamline will be built off Fermilab's existing Main Injector, extracting a proton beam from this source and using magnets to direct the proton beam toward the DUNE detectors. Once the beam direction is established, the protons will smash into a target creating secondary particles, most of which decay into neutrinos in the decay pipe and continue traveling in the same direction. An absorber will stop the leftover secondary particles, creating a very pure beam of neutrinos for the experiment. More information may be found at https://lbnf.fnal.gov. Interested parties are highly encouraged to review the information available on the website provided in order to better understand the significance of the experiment, the breadth and scope of the associated construction efforts to be undertaken at Fermilab, and how efforts here will inform scientific understanding for years to come. Fermi Research Alliance, LLC (FRA), authorized by the U.S. Department of Energy (DOE) Office of High Energy Physics, will plan, design, and construct the Near Site Conventional Facilities (NSCF) for LBNF/DUNE-US. The NSCF includes site improvements and above- and below-ground buildings and enclosures to house the primary and neutrino beamlines and DUNE Near Detector and supporting infrastructure. The first phase of NSCF Construction, Site Preparation, has been completed. The designs for the balance of the NSCF, the Beamline Complex and Near Detector Complex, have been completed, and the project anticipates construction beginning in August 2025. The Construction Manager-as-Advisor (CMa) will assist in the construction contract award process starting in May of 2024 and the administration of the two NSCF construction contracts, with services anticipated through January 2031. Because FRA has limited resources to manage the construction of such a major facility, FRA is seeking to engage a construction management firm to support FRA in a CMa role. This Sources Sought/Request for Information is to inform potential offerors of this opportunity and to build an interested supplier list for the purpose of solicitation once the associated Request for Proposal is released. FRA intends to solicit for these services using the best value with trade-off approach, and the resulting subcontract type will be Time and Materials. Anticipated Dates for Solicitation/Award: Solicitation Posting: Summer 2023 Solicitation Period: ~8 weeks Award of Subcontract: April 2024 Period of Performance: May 2024 through January 2031 The dates and details specified in this notice are subject to change based on the final Request for Proposal document.
