Description | This is a presolicitation notice for a Capital Security Project for the U.S. General Services Administration (GSA), Public Building Service, Region 5, at the Stanley J. Roszkowski United States Courthouse. 327 South Church Street. Rockford, IL 61101. This acquisition is for Construction Manager as Constructor (CMc) services and will result in a single contract award. Work shall include, but is not limited, to the following: Work shall include, but not limited, to the following: The existing site consists of two decomposed granite paths (South and North) that meander through 104 crabapple trees. The site improvements were completed in 2011 as part of a large-scale environmental artwork by Tony Feher titled Super Special Happy Place (SSHP). South Path: Reconstructing the existing decomposed granite path to previous design conditions. The top 2-3 inches of material to be removed and replaced to ensure positive drainage across the path. No change to the layout or elevations. North Path: Reconstructing the existing decomposed granite path with the addition of drainage improvements to mitigate against material washing out by shifting drainage patterns away from the paths and into the lawn areas. This will include reconstructing the existing path to its full depth and raising it a maximum of 3-inches above the existing elevation. The path would gradually slope up at both ends to this 3-inch height and grade will be "feathered" out along the edge to meet existing elevations in the lawn area. This regrading will generally extend 10-15' into the adjacent lawn area beyond the edge of the path. Area drains will be installed at the east end of the path to capture runoff before it reaches the base of the path at the existing concrete walk. The procurement is set-aside for Small Businesses only. The NAICS code for this procurement is 236220 (Commercial and Institutional Building Construction) with a size standard of $36.5 million. A bid bond will be required with offer submissions. This is a negotiated procurement; there will not be a public bid opening. Award will be made to a responsible offeror whose proposal conforms to the solicitation requirements and could provide the best value to the Government. The Government reserves the right to make an award on initial offers, but discussions/interviews may be held if necessary. The solicitation will be available on or after 15 calendar days following this notice. There will be a pre-proposal conference conducted, the date, time and subsequent details will be listed within the RFP. The specific date and time of the pre-proposal conference will be identified in the solicitation and will require those wishing to attend to RSVP in advance. The due date for receipt of proposals will be stated in the solicitation. There will be an electronic submission with which the solicitation will explain in further detail. The solicitation will be available for download through SAM.gov .. The method of contractor selection has not been determined at this time. |
