Description

Overview: in Accordance With Chapter 105a of the Connecticut General Statutes, the Town of Westport Is Proposing a Special Services District Within the Confines of the Downtown Area. The Purpose of the District Is to Provide Coordinated Enhancement and Maintenance of the Downtown Retail and General Business Environment. The Purpose of This Rfq Is to Seek Solicit Qualifications From Various Firms and Then Seek Pricing Proposals From a Select Few to Facilitate the Ratification of Said District. Once the District Is Formed the Selected Firm Will Be Contracted for Their Services. Under the Direction of the District's Board of Commissioners the Selected Firm Would Be Responsible for Providing a Clean, Well-maintained Appearance to All Downtown Westport Special Services District Properties Through Appropriately Scheduled Maintenance Activities Which Would Employ Sustainable Approaches and Practices. The Selected Firm Would Be Responsible for General Management, Maintenance, and Upkeep of Garden Beds, Flowerpots & Planters, Lawns, Sidewalks, Driveways & Parking Lots, Pedestrian Waste Receptacles, and Commercial Waste Streams. Maintenance and Appearance by Area Type Would Include, but Are Not Limited to: 1. Garden Beds - Foster Properly Pruned, Fertilized, and Treated Plant Cover. Maintenance Would Include Edging, Mulch, Weeding, and Spring/fall Cleanouts. 2. Flowerpots & Planters - Planted by Season, Watered, and Weeded. Rotation Would Include Plantings in Spring, Summer, and Fall Followed by Winter Greens. 3. Lawn - Properly Mowed, Fertilized, Irrigated, and Culturally Maintained (Aeration, Overseeding, Etc.) 4. Sidewalks, Driveways & Public Parking Lots - Liter Picked, Debris, and Weed Free Along Cracks. Maintenance Would Include Removal of Snow/winter Precipitation to Provide Safe Pedestrian and Vehicular Passage. 5. Pedestrian Waste & Recycle Receptacles - Regularly Emptied to Prevent Overflow General Integrated Pest Management Practices Need to Be Implemented to All Landscapes to Ensure Maintenance Is Parallel to Downtown Westport Special Services District Sustainability Goals. Services, to Be Coordinated With the District's Board of Commissioners, Would Include Seasonal and Promotional Work Such as Monthly Banner Installations, Holiday Decorations, and Seasonal Setups Such as Semi-permanent Barricades. Contractor Will Be Responsible for Developing an Organized Maintenance Plan. Maintenance Plan Must Be Organized to Minimally Impact Normal Business Operations Within District. All Equipment, Tools, and Labor Are the Responsibility of the Contractor. Selected Parties Will Then Be Asked for a Written Quotation for Their Services to Be Contracted for a 3 Year Period. The Town Will Only Accept Questions, in Writing, via E-mail Regarding This Rfq Until Thursday July 21, 2022. The Town Reserves the Right to Waive Any Defects and Informality in Any Response, to Reject Any or All Responses for Whatever Reason and to Accept That Response Deemed to Be in the Best Interest of the Town.
