Description

The Project consists of the installation of approximately 4,500 LF of concrete greenway, demolition, earthwork, storm drain installation, striping, landscaping, and other miscellaneous work to incorporate the new greenway into the existing landscape. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8am-5pm, and may obtain copies of the Bidding Documents from the Issuing Office as described below. This advertisement is not a Contract Document. Interested parties should email request for plans/specs to becca.pick@gmcnetwork.com before mailing check. Upon emailed request and receipt of the document payment indicated above, or electronic proof of check as submitted via email, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office All questions must be submitted by 5:00 p.m. local time on Thursday December 1st, 2022 via email to tyler.morgan@gmcnetwork.com. Bid security shall be furnished in accordance with the Instructions to Bidders. This project is being funded in whole or in part by the Appalachian Regional Commission (ARC). All federal ARC requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the President's Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. All bidders are advised that the application with cost estimate is available for review The owner reserves the right to waive any irregularities, or to reject any or all bids.
