Description

SCTA INVITATION FOR BID ELECTRICAL CONTRACTOR DIESEL FUEL TANK REPLACEMENT LANCASTER AND READING OPERATIONS CENTERS Sealed bids will be received by the South Central Transit Authority (SCTA) for an electrical contractor to work with TTI Environmental, Inc. for the removal of the existing diesel tanks and for the installation of new diesel tanks at both the Lancaster Operations Center and the Reading Operations Center at the office of the SCTA Executive Director, 45 Erick Road, Lancaster, PA 17601 until 2:00 PM, prevailing time, on Tuesday, November 1, 2022. The bids received will be publicly opened and read at the designated time. To receive a copy of the Invitation for Bid documents, please contact Kevin Hessler, Assistant Director of Capital Projects & Planning at (610) 406-4507 or khessler@sctapa.com. A copy of the bidding documents will be made available electronically upon request. All contractors interested in receiving the construction documents will be requested to provide their business name, contact person and contact information (address, telephone and fax numbers and email address). A non-mandatory Pre-Bid meeting will be held on Tuesday, October 11, 2022, beginning at 11:00 a.m. at the Lancaster Operations Center at 45 Erick Road, Lancaster, PA. The Pre-Bid meeting will continue to the Reading Operations Center at 1700 N 11th Street, Reading, PA 19604, beginning at 1:00 p.m. All bids and contracts are subject to all applicable state and federal laws and to a financial assistance contract between the South Central Transit Authority and the Pennsylvania Department of Transportation and the Federal Transit Administration. Contractors and subcontractors will be required to comply with all applicable Buy America (if applicable), Non-Discrimination, Non-Collusion, Lobbying, Debarment and Contractor Integrity laws and regulations. All bidders will be required to certify they are not on the Comptroller Generals list of ineligible contractors. SCTA solicits and encourages disadvantaged business enterprise participation. DBEs shall be afforded full consideration of their response and will not be subject to discrimination. For this project, a DBE goal has been established for this Contract at 5%. Bidders are advised that this project is subject to and will be governed by the provisions of the federal Davis-Bacon Act, including amendments and supplements thereto. Bidders shall prepare their bids after giving consideration to the applicability of said federal Davis-Bacon Act to the work. A cashiers check, or an acceptable Bidders Bond, payable to South Central Transit Authority, Lancaster, PA in an amount of not less than 5 percent (5%) of the largest possible total for the bid submitted, must accompany the bid. A Performance Bond and Payment Bond, each for 100 percent (100%) of the contract price will be required. SCTA reserves the right to postpone, to accept or reject any and all bids, in whole or in part, or to waive any and all informalities or technicalities, as it deems in its best interest. No bids may be withdrawn for a period of sixty (60) days after the date set for the opening of bids.
