The District reserves the right to award the contract by sections and to waive any informalities and irregularities therein, and all Bidders shall agree that damage or claim shall not be brought by any bidder because of rejections, nor shall the Bidders seek any recourse of any kind against the District because of such rejections, and the filing of any bid in response to this invitation shall constitute an agreement of the Bidder to these conditions. Incomplete Bids received by the District shall be rejected from consideration.
