Description | Award Details Contract Award Date: Sep 14, 2022 Contract Award Number: 693C73-22-C-000018 Task/Delivery Order Number: Contractor Awarded Unique Entity ID: WMADX6Z5RPJ9 Contractor Awarded Name: FORT MYER CONSTRUCTION CORP Contractor Awarded Address: Washington, DC 20018-1505 USA Base and All Options Value (Total Contract Value): $4716007.80 Project Description: The purpose of the project is to reconstruct the pavement test lanes at the Pavement Test Facility (PTF) located at the TFHRC located in Fairfax County, Virginia. The proposed scope of work includes excavating the existing test lanes, constructing underground concrete walls, underdrain and storm drain systems, sanitary sewer line, waterline system, electrical conduit system, drainage improvement, lighting system, aggregate base, and hot asphalt concrete pavement. The work also includes resurfacing other areas within the test facility, and other miscellaneous work. The construction cost for the project is estimated to be between $2,000,000 and $5,000,000. Scope of Work: The detailed scope of work to be undertaken by the successful Offeror under the contract for this project is outlined in the Request for Proposal (RFP) solicitation documents. These include the Plans, Special Contract Requirements (J Pages), and supplemental Government Furnished Information. Procurement Overview of the Project: In accordance with Federal Acquisition Regulation (FAR) Part15, the Eastern Federal Lands Highway Division (EFLHD) is conducting a Best Value Trade-off Source Selection Process for this project. Under this Notice, the EFLHD (also referred to as "the Government") is soliciting all eligible Contractor firms/teams (Offerors) to participate in a two-step RFP process. The two steps will include the submittal of two proposal packages; a Technical Proposal and a Price Proposal. A description of these proposals and their requirements can be found in the RFP's Proposal Instructions (B Pages). During step one, a selection evaluation board will review and evaluate the technical proposals submitted by all interested, responsive Offerors. The selection committee will select qualified Offerors based on a confidence rating evaluation criteria as stated in the RFP's Proposal Instructions - Evaluation of Proposal Documents (B Pages). Offerors should submit technical proposals that are acceptable without additional explanation or information. The Government may make a final determination regarding a technical proposal's acceptability solely on the basis of the technical proposal as submitted. The Government may proceed with the second step (trade-off evaluation) without requesting further information from any Offeror; however, the Government may request additional information from any Offeror with a technical proposal considered reasonable and close to acceptable, and may discuss any technical proposal with any Offeror. Only one technical proposal may be submitted by each Offeror. The step one technical proposal shall not include any prices or pricing information. During step two, the Government will select the offer that represents the best value to the Government by using the trade-off process described in FAR Part 15. This process permits tradeoffs between price and technical "noncost" factors and allows the Government to accept other than the lowest priced offer. The award decision will be based on a comparative analysis and an integrated assessment of proposals against all source selection criteria in the solicitation. All evaluation factors other than cost or price, when combined, are approximately equal in their importance to cost or price. The Government is concerned with striking the most advantageous balance between technical merit ("quality") and cost to the Government (i.e., the price). The degree of importance of price could become greater depending upon the equality of the technical proposals. If competing technical proposals are determined to be essentially equal, price could become the controlling factor. Only one price proposal may be submitted by each Offeror and the price proposal must be based upon the Offeror's own technical proposal. As stated in FAR Clause 52.236-1, the Contractor shall perform on the site, and with its own organization, work equivalent to at least 50% of the total amount of work to be performed under the contract. Contract award is anticipated to be no earlier than July 2022, with Notice to Proceed anticipated to be issued after the receipt of valid Performance and Payment Bonds (see Block 12a of the SF1412 and FAR Clause 52.228-15), and the anticipated start of construction activities to be no earlier than August 2022. See Subsection 108.01 of Special Contract Requirements (J Pages) for additional construction activity restrictions. It is not the intent of EFLHD to receive project specific design or engineering recommendations as part of the step one technical proposal. Offerors should limit their technical proposal to the information required by this notice, and other information that may be relevant to the qualifications and experience of the Offeror. No reimbursement will be made for any expenses associated with the preparation of a step one technical proposal or a step two price proposal. Obligation to Keep Team Intact: In connection with the services covered by this procurement process, any in-house personnel, subcontractors, and outside associates will be limited to the individuals or firms that are specifically identified during the step one technical proposal. The Contractor shall obtain the Contracting Officer's written consent before making any substitution for these designated in-house personnel, subcontractors, or outside associates. *The value for this project is based on a financial range.
