Description | The Drainage and New Outfall project is part of a multi-year, multi-construction package. Phase IV work consists of drainage installation from Taxiway G to the Susquehanna River. This proposed drainage construction includes installation of 68-inch by 43-inch, and 83-inch by 53-inch elliptical concrete pipe, 30-inch , 42-inch, and 60-inch reinforced concrete pipe, an 84-inch by 60-inch concrete box culvert, a new outfall end section to the Susquehanna River. Other utility work includes relocation of a sanitary force main. The 84-inch by 60-inch box culvert outfall will be constructed through the levee into the River. The contractor will need to salvage the articulated concrete block system through the project area and replace it upon completion of the reconstructed levee. A cofferdam needs to be placed to protect the Airport from the River while the levee construction is ongoing. The proposed drainage system under Runway 13-31 includes twin 60-inch reinforced concrete pipes constructed utilizing microtunneling and then jacked under Runway 13-31. Prior to the microtunneling, respective grouting improvements plan will be conducted beneath the runway. This microtunneling construction work will be completed in order to maintain and preserve Runway 13-31’s function and use. The drainage system installation under Taxiway A will be performed utilizing the cut and cover method to install 83-inch by 53-inch elliptical concrete pipe. The segment of Taxiway A removed will need to be reconstructed. This work also includes reconstruction of the centerline lighting and underdrain system. The drainage system segment from Taxiway A to Taxiway G includes installation of 68-inch by 43-inch elliptical concrete pipe installation via cut and cover as well. The project includes specific and detailed construction phases to minimize impacts to airport operations. HIA Runway 13-31 will remain active during construction with the exception of scheduled nightly closures. The contractor will adhere to all FAA regulations including Runway Safety Areas (RSA), clearances and object free zones. Airfield lighting, NAVAIDs, and active power and communication cannot be disturbed unless called out in the plans. |
