Description | The St. Francis Apartments, located at 1024 SW Main St. Portland, OR 97205, is a 132-unit apartment building built in 2003. The project consists of replacement of 2 existing HVAC roof top units with 2 new DOAS roof top units. In addition, 4 split system heat pumps will replace 4 existing split system HVAC units. New heat pump fan coil units will have rooftop condensers relocated to the ground level parking garage as wall hung condensing units. At each installation, there’s selective replacement of existing diffusers/grilles for each new system as indicated in drawings. There is also a VFD fan conversion for the garage exhaust system to remove the heat generated by the condensing units in the parking garage. All required utility connections as indicated in drawings. Questions posed during the tour that are not addressed in the Solicitation will be answered by addendum. Home Forward has an established goal of 28% participation by COBID and/or Underutilized Business Enterprise (UBE) firms. Prime contractors who do not meet the 28% goal will be required to submit proof that good faith efforts have been made to contract with these subcontractors. This project is subject to State of Oregon Prevailing Wage Rate Law and Davis-Bacon Prevailing Wages. The wage determination applicable for the duration of this project is OR20230029 Mod 8, dated April 7, 2023. This project is also subject to Section 3 requirements. Home Forward may reject any bid not in compliance with the prescribed bidding procedures and requirements, may reject any or all bids, and waive all informalities if doing so is determined by Home Forward to be in the public interest.
