Description

Pre-Qualification: Yes The work will be completed in one (1) contract as follows: CONTRACT 22-06 - 12-INCH AND 20-INCH SAND LANE WATER LINES: 2,704 L.F. of 12-Inch Water Line; 8,518 L.F. of 20-Inch Water Line; 195 L.F. of 30-Inch Casing Pipe for Bored Crossings of Highway 136; 70 L.F. of 24-inch Casing Pipe for Bored Crossing of Highway 136; 180 L.F. of 30-Inch Casing Pipe for Bored Crossing of Highway 41A/60; 40 L.F. of 30-inch Casing Pipe for Open-Cut Crossing of Sandefur Drive; 40 L.F. of 24-inch Casing Pipe for Open-Cut Crossing of Sandefur Drive; 65 L.F. of 30-inch Casing Pipe for Open-Cut Crossing of Fairground Lane; Two (2) Fire Hydrants. The allotted time for construction of Contract 22-06 is 180 calendar days. Liquidated damages for non-completion are $1,000 per calendar day. The prospective bidder shall provide evidence of general ability to perform similar work in a timely manner by submitting the project name, scope of work, allowed and actual time of completion, and a contact person for three previous projects of this general nature constructed within the past ten (10) years. Alternatively, the prospective bidder shall list previous, specific experience on projects completed for the Henderson Water Utility in the past ten (10) years. The Contract is being funded through the Kentucky Cleaner Water Program. Bidders must comply and the project will be in compliance with the President's Executive Order No. 11246 (Equal Employment Opportunity) as amended, which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. The Contractor/Subcontractor will comply with 41 CFR 60-4, in regard to affirmative action, to ensure equal opportunity to females and minorities, and will apply the time tables and goal set forth in C41 FR 60-4, if applicable, to the area of the project. Bidders will make positive efforts to use small, minority, women-owned and disadvantaged businesses. Minorities and small businesses are encouraged to submit Bids on this project. The Contract(s) will be awarded to the lowest, responsive, responsible bidder whose bid provides the best value. The term "best value" means a procurement which is based on the primary objective of meeting the specific business requirements and best interests of the Owner. All applicable State Revolving Fund requirements must be met by the Bidder and all Subcontractors. Bid bond, City Occupational License, and other requirements apply to bidders. The successful bidder or bidders shall be required to furnish both an acceptable performance bond and payment bond each in the amount of one hundred percent (100%) of the contract price. The Owner reserves the right to reject any and all bids, to waive informalities, and to negotiate with the apparent qualified best bidder or bidders to such extent as may be necessary. No bidder may withdraw his bid for 90 days, while the Owner considers the bids. Mutually agreed upon time extensions may be made if necessary.
